Minutes of the Regular Meeting of the Central District
Development Agency of the City of Bakersfield, California, held
in the Council Chambers of City Hall at 3:00 p.m., November 18,
1991.
The meeting was called to order by Vice Chairperson
Ruddell.
City Clerk Williams called the roll as follows:
Present: Agency Members Ruddell, Araujo, Paynter, Sceales
Absent: Agency Members Rubin, Dunn, Gaskill
CONSENT CALENDAR
The following items were listed on the Consent
Calendar:
Approval of Voucher Nos. 25 to 50,
inclusive, in the amount of $266,772.17.
Minutes of the Regular Meeting of
August 19, and October 7, 1991, for
approval.
Agency Member Paynter requested staff provide a
breakdown of the Miscellaneous Expense, in the amount of $400.00,
referred to in the backup material on Voucher No. 38 for Kane,
Balmer & Berkman.
Upon a motion by Agency Member Araujo, Items a and b of
the Consent Calendar were adopted by the following roll call

HEARINGS
Hearing before the Central District
Development Agency for the purpose of the
biennial review of the Redevelopment Plan for
the Downtown Bakersfield Redevelopment
Project.
This hearing has been duly advertised and posted as
required by law.
Development Associate Barnes gave an oral report
outlining the Agency's accomplishments for the Redevelopment
Project during the last two years, which included the following:
a. Urban DesiGn Guidelines
Streamlined Design Review
Administrative Process
c. city-wide Parking Ordinance
d. Draft Downtown Redevelopment

Vice Chairperson Ruddell declared the hearing open for
public participation. There being no public participation, Vice
Chairperson Ruddell closed the public portion of the hearing for
Agency deliberation and action.
Agency Member Araujo recommended that staff look into
the possibility of using leftover paint to cover the burned
portion of the wall at the corner of 18th and "K" Streets.
REPORTS
Agency Member Paynter read Design Review Committee
Report No. 91-14 regarding an application by Porter-Robertson
Engineering for the review of construction of an office building
at 1200 21st Street, as follows:
The Design Review Committee, on October 24,
1991, and November 1, 1991, reviewed the
application submitted by Fred Porter for
construction of a professional office
building to be located at 1200 21st Street.
The Committee reviewed the preliminary site
plan, architecture, landscape architecture,
sign design, materials and color.
The project consists of a two-level, 6720
square-foot building with on-site parking.
The site is currently vacant. The project is
subject to all Site Plan Review conditions
and approval by the Central District
Development Agency.
The Committee approved the application as
submitted with the following specifications:
Compliance with landscape requirements
specified in the Downtown Redevelopment
Project Area Design Review Standards.

Compliance with Section 17.53.061,
Landscape Requirements and Standards,
excluding plant sizes.
At a minimum, installation in the
public right-of-way of one (1)
Chinese Pistache, 24" box size tree
on 21st Street and three (3)
African Sumac, 24" box size trees
on "M" Street.
Wheel stops to be provided where parking
is against masonry wall.

This project is pending Site Plan Review
conditions per application SPR #38-91-15.
In conclusion, the Committee recommends that
the Agency approve this application.
Upon a motion by Agency Member Paynter, Design Review
Committee Report No. 91-14 was accepted.
Upon a motion by Agency Member Sceales, the
recommendations of Design Review Committee Report No.
implemented.

Agency Member Paynter read Design Review Committee
Report No. 91-15 regarding the appeal of an Administrative Review
application submitted by Mike Jackson for signage, for a building
located at 1633 19th Street, as follows:
The Design Review Committee, on November 7,
1991, reviewed an appeal for an
Administrative Review application for signage
submitted by Mike Jackson, Bakersfield Neon,
for a building located at 1633 19th Street,
Sentimental Journey.
Specifically, the signage was denied in the
Administrative Review process because the
proposal exceeded the allowable square
footage. This was because the Building
Department included the proposed colored
design element as a part of the signage.
Therefore, upon the applicant's request, the
project was referred to Committee for appeal.
After reviewing the proposal, the Committee
made the discretionary decision that the
colored design element is not a part of the
signage.
The Committee approved the proposal and
recommends that the three signs be allowed in
accordance with the Design Review Standards;
on 19th Street a maximum 32 square feet of
signage, on "H" Street a maximum of 90 square
feet of signage, and in the alley a maximum
of 24 square feet of signage. All three
signs will consist of black letters. The
colored design element will be maroon and
yellow with black highlights, per the
submitted elevations. The design elements on
19th Street and in the alley will be of a
smaller scale than the element on "H" Street.
The Committee recommends that the Agency also
approve this application.
Upon a motion by Agency Member Paynter, Design Review
Committee Report No. 91-15 was accepted.
Upon a motion by Agency Member Araujo, the
recommendations of Design Review Committee Report No. 91-15 were
implemented.

Agency Member Sceales read Housing, Relocation &
Communications Committee Report No. 91-2 regarding compliance
with annual State Housing Set-Aside requirements for Fiscal Year
1990-1991, as follows:
On October 28, 1991, the Housing, Relocation
& Communications Committee discussed the
annual State housing set-aside requirements
for 1990-1991. The California Community
Redevelopment Law requires in accordance with
Section 33334.6 that a resolution making
certain findings if no funds are set aside
for low- and moderate-income housing be
adopted by the Central District Development
Agency no later than December 31, 1991. It
was the opinion of the Committee that given
the guidelines for allocating redevelopment
funds that the Central District Development
Agency make the finding that a substantial
effort to provide low- and moderate-income
housing was made during 1990-1991.
The Central District Development Agency
received $1,304,537 in tax increment in
fiscal year 1990-1991. Twenty (20) percent of
this amount is $260,907. The City's program
for low- and moderate-income housing
activities during 1990-1991 totaled $696,702.
Of this amount $314,000 was spent on the
Tegeler Hotel. This is the Agency's first
project of its kind within the redevelopment
project area. Renovation of the Tegeler Hotel
will provide 53 low- and moderate-income
housing units in the project area.
Therefore, this Committee recommends the
Agency's acceptance and approval of the
attached resolution and recommends that the
Agency forward same to the State.
Upon a motion by Agency Member Sceales,
Relocation & Communications Committee Report No.
