Deputy City Clerk Welty called the roll as follows: Present: Agency Members Rubin, Dunn, Gaskill, Paynter Absent: Agency Members Ruddell, Araujo, $ceales CONSEI~ C~.~ENDAR The following items were listed on the Consent Calendar: Approval of Voucher Nos. 03 to 16, inclusive, in the amount of $18,962.80. Minutes of the Regular Meeting of July 15, 1991, for approval. Upon a motion by Agency Member Paynter, Items a and b of the Consent Calendar were adopted by the following roll call vote: Ayes: Noes: Abstain: Absent: Agency Members Rubin, Dunn, Gaskill, Paynter None None Agency Members Ruddell, Araujo, Sceales REPORTS Agency Member Paynter read Design Review Committee Report No. 91-11 regarding an application by Terry Moreland for the construction of an office building at 2216 "H" Street, as follows: The Design Review Committee, July 25, 1991, reviewed the application by Terry Moreland for the proposed office building at 2216 "H" Street. The Committee reviewed the site plan, architecture, landscaping, materials and color. The plan calls for the development of approximately the south half of the block bounded by 23rd, "H", 22nd and Eye Streets° The block presently has surface parking and an abandoned P.G. & E. substation. The project is subject to Site Plan Review and approval by the Central District Development Agency. The project consists of a single story, 7,884 square foot office building with approximately 62 surface parking spaces. The site is zoned C-2. The office layout is along "H" Street with its entrance facing 22nd Street. The entrances to the parking lot will be from 22nd and Eye Streets. The Committee reviewed the conditions outlined in the attached Site Plan Review (SPR #17-91) and approved the project subject to these conditions. Additionally, the Committee added the following Conditions: 200 Bakersfield, California, August 5, 1991 - Page 2 o 10. The building should be set back 5' off the property line along "H" Street, resulting in 10' of sidewalk from the face of curb and a 9' planting space between the sidewalk and building. Trees along 23rd Street should be set behind the sidewalk, pursuant to Cal Trans requirements, resulting in a 5'6" sidewalk and 6" curb and 8' of planting area with said trees within the 14' right-of- way. Sidewalks along 22nd, "H" and Eye Streets are to be constructed to a 10' width (including 6" curb). A 4' wide planting area between sidewalk and property line is to be developed. Sidewalks are to include standard detail planters adjacent to curb with tree varieties consistent with the Master Street Tree Plan. Refuse bin should be relocated to the first two parking spaces behind the two trees on the north side of the parking lot entrance on Eye Street. The three small planters located within the interior parking spaces should be eliminated. A lighting plan for the parking lot and exterior of the building should be developed and submitted prior to building completion. The planter between the parking lot and sidewalk along 22nd and Eye Streets should be planted with low growing hedge shrubs rather than turf. A site conceptual plan should be developed and submitted for the rest of the undeveloped property prior to Agency approval of this project. The undeveloped area should be planted with turf and properly irrigated/maintained prior to building occupancy, unless building plans/construction drawings have been submitted to Building and Planning Department for project(s) covering the entire undeveloped area· A signage plan shall be submitted to the Planning Department prior to building occupancy. Agency Member Paynter made a motion to accept the report. Report, action, Principal Planner Lyman advised that Item No. 8 on the which is required to be submitted prior to the Agency has just been delivered. Assistant to he City Manager Stinson suggested proceeding to the next Item on the Agenda, and returning to this item after staff has had a chance to review the Site Plan. Agency Member Paynter read Design Review Committee Report No. 91-12 regarding an application by Bruce E. Keith for the rehabilitation of the Tegeler Hotel at 19th and "H" Streets, as follows: The Design Review Committee on July 29, 1991, reviewed the application by Bruce E. Keith for the rehabilitation of the Tegeler Hotel at 19th and "H" Streets. The Committee reviewed the site plan, architecture, landscaping, materials and color. The project is subject to Site Plan Review and approval by the Central District Development Agency. The project consists of rehabilitating the Tegeler Hotel which fronts "H" Street, between 19th and 20th Streets. Zoning for the site is C-2. The four-story hotel with a mezzanine and basement will be remodeled to create 53 low to moderate income living units, and 3 small commercial spaces fronting 19th Street. Each living unit is approximately 260 square feet, except for the four handicapped units which are larger. The Committee reviewed the project and approved it subject to the Site Plan Review (SPR #8-91) and the following Conditions: Trees to be consistent with the proposed standard detail, spacing, and tree varieties of the proposed Master Street Tree Plan. A lighting plan for the exterior of the building will be submitted prior to building completion. Color scheme for exterior of building including actual paint chips shall be submitted prior to painting of exterior of building. Fourth floor exterior panels between the windows will be delineated with scoring or painted as represented in original preliminary hotel rendering submitted to the Committee. Pursuant to these conditions, the Committee recommends that the Agency approve this application. 2O2 Bakersfield, California, August 5, 1991 - Page 4 Upon a motion by Agency Member Paynter, Design Review Committee Report No. 91-12 was accepted. At the request of Agency Member Paynter, Mr. Bruce Keith was recognized and responded to questions from Chairperson Rubin and Agency Member Paynter regarding the roof garden and lobby areas of the hotel. Upon a motion by Agency Member Paynter, the recommendations of Design Review Committee Report No. implemented. 91-12 were At this time, the Agency returned to Design Review Committee Report No. 91-11 regarding an application by Terry Moreland for the construction of an office building at 2216 "H" Street. Assistant to the City Manager Stinson advised that staff has determined that Item No. 8 of Design Review Committee Report No. 91-11 has not been addressed by the developer, and he suggested that this matter be referred back to the Design Review Committee. Upon a motion by Agency Member Dunn, the matter was referred back to the Design Review Committee for study and recommendation. CLOSED SESSION Closed Session pursuant to Government Code Section 54956.9(a) regarding pending litlgation involvlng the City of Bakersfield v. Bakersfield Convention Center Hotel Associates.
