HomeMy WebLinkAbout05/28/91 MINUTES RA189 Bakersfield, California, May 28, 1991 Minutes of the Continued Meeting of the Central District Development Agency of the City of Bakersfield, California, held in the Planning Department Conference Room of City Hall at 3:00 p.m., May 28, 1991. The meeting was reconvened by Vice Chairperson Ruddell at 3:05 p.m. Vice Chairperson Ruddell advised that the meeting had been recessed to Closed Session for the purpose of discussing two legal matters during which no action occurred. Vice Chairperson Ruddell turned the meeting over to Chairperson Rubin at this time. The meeting was called to order by Chairperson Rubin. City Clerk Williams called the roll as follows: Present: Agency Members Rubin, Ruddell, Araujo, Gaskill (seated at 3:05), Paynter Absent: Agency Members Dunn, Sceales PUBLIC STATEMENTS Mr. Bruce Keith, 6104 Preston Court, representing the Downtown Business Association, spoke regarding the goals for 1991, which are marketing of downtown, improvement of the overall downtown appearance, and historical preservation. He also discussed how those goals are being accomplished, what is ongoing and what has been done in the past year. Mr. Keith provided the Agency Members with a packet of information which included newsletters, a calendar of events coming up in June, a City Hostess Newcomers Directory, a Fox Theatre brochure, and the Downtown/Westchester Press. Ms. Cathy Butler, representing the Downtown Business Association, 1401 19th Street, announced that the DBA is bringing back the Fourth of July Parade. She invited the Agency Members to participate. Mr. Charles Drew, representing the Downtown Business Association, 1401 19th Street, spoke regarding the CDDA Budget. He expressed his concerns regarding the elimination of personnel and asked for clarification regarding the operating expenses. Additionally, with regard to revenue from taxes, he asked what impact the unreinforced masonry issue will have on the Agency's budget if a significant number of property owners decide to have their property revalued. City Manager Hawley advised that Mr. Drew's issues would be addressed during the next item on the Agenda. NEW BUSINESS Central District Development Agency's Proposed Redevelopment Annual Budget for Fiscal Year 1991-92. City Manager Hawley reviewed the Budget. Additionally, he, Finance Director Klimko and Economic Development Director Wager responded to questions and concerns from various Agency Members. 190 Bakersfield, California, May 28, 1991 - Page 2 City Manager Hawley stated that, in response to the inquiry made by Mr. Charles Drew of the Downtown Business Association, this budget assumes certain revenues from tax increment, and it does not take into consideration a major change due to the unreinforced concrete masonry buildings. After much discussion, upon a motion by Agency Member Ruddell the Central District Development Agency recommended approval and authorized the transmittal of the proposed Redevelopment Annual Budget for Fiscal Year 1991-92 to the City Council for adoption. A~ENCY STATF.~ENTS Agency Member Araujo asked if there is any facade money available and, if so, where is it included in the budget.
