HomeMy WebLinkAbout05/20/91 MINUTES RA187 Bakersfield, California, May 20, 1991 Minutes of the Regular Meeting of the Central District Development Agency of the city of Bakersfield, California, held in the Council Chambers of City Hall at 3:00 p.m., May 20, 1991. The meeting was called to order by Vice Chairperson Ruddell at 3:09 p.m. City Clerk Williams called the roll as follows: Present: Absent: Agency Members Ruddell, Sceales Agency Member Rubin Araujo, Dunn, Gaskill, Paynter, CONSENT C&LEND,%R The following items were listed on the Consent Calendar: a. REMOVED FOR SEPARATE CONSIDERATION. b. REMOVED FOR SEPARATE CONSIDERATION. Upon a motion by Agency Member Araujo, Item a., Warrants, and Item b., Minutes, were removed from the Consent Calendar for separate consideration. Approval of Warrant Nos. 294 to 301, inclusive, in the amount of $7,554.66. At the request of Agency Member Araujo, Economic Development Director Wager provided an explanation of Warrant No. 295 regarding California Development Association. At the request of Agency Member Paynter, Economic Development Director Wager provided clarification of Warrant No. 294 regarding Bakersfield Museum of Art° Minutes of the Regular Meeting of May 6, 1991, for approval. Agency Member Araujo advised for the record that she cannot accept the Minutes at this time because she has a question regarding the Public Statements and the Agency Statements. Upon a motion by Agency Member Sceales, Items a and b of the Consent Calendar were approved by the following roll call vote: Ayes: Noes: Abstain: Absent: Agency Members Ruddell, Agency Member Araujo None Agency Member Rubin Dunn, Gaskill, Paynter, Sceales NE~ BUBINESE Central District Development Agency's Proposed Redevelopment ~nnual Budget for Fiscal Year 1991-92. Economic Development Director Wager provided an explanation and reviewed the Budget. Additionally, he and Finance Director Klimko responded to questions and concerns from the Agency Members. Agency Member Dunn recommended that, in the Agency's best interests, Agency Member Gaskill interface with the Kern Economic Development Corporation on behalf of the CDDA. Bakersfield, California, May 20, 1991 - Page 2 Agency Member Gaskill stated he would like more time to review the budget document since he has just seen it today for the first time. He also stated he would like to understand what the Agency's goals are, and what it expects to accomplish next year. City Manager Hawley advised that the City Council would like some input from the Agency regarding the budget. He suggested the Agency Members consider continuing this meeting for one week. Upon a motion by Agency Member Paynter, this meeting was continued, for the purpose of considering the budget, to Tuesday, May 28, 1991, at 3:00 p.m., in the Planning Department Conference Room. (PRIOR TO ADJOURNMENT, AGENCY WENT INTO CLOSED SESSION) CLOSED SESSION Closed Session pursuant to Government Code Section 54956.9(b)(1) regarding potential lltlgation involving the City Center Project. Closed Session pursuant to Government Code Section 54956.9(a) regarding pending litigation in the case of city of Bakersfield vs. BCCHA. Upon a motion by Agency Member Paynter, the Central District Development Agency recessed to the City Manager's Conference Room for Closed Session at 4:00 p.m. by the following roll call vote: Ayes: Noes: Abstain: Absent: Agency Members Ruddell, Sceales None None Agency Member Rubin Araujo, Dunn, Gaskill, Paynter, ADJOURNMENT There being no further business to come before the Agency, the meeting was continued, for the purpose of considering the budget, to Tuesday, May 28, 1991, at 3:00 p.m., in the Planning Department Conference Room.
