HomeMy WebLinkAbout05/06/91 MINUTES RABakersfield, California, May 6, 1991 Minutes of the Regular Meeting of the Central District Development Agency of the City of Bakersfield, California, held in the Council Chambers of City Hall at 3:00 p.m., May 6, 1991. The meeting was called to order by Chairperson Rubin at 3:05 p.m. Deputy City Clerk Zaragoza called the roll as follows: Present: Agency Members Rubin, Ruddell, Araujo, Dunn, Gaskill, Sceales Absent: Agency Member Paynter PUBLIC STATEMENTS Mr. Bruce Keith, 6104 Preston Court, representing the Downtown Business Association, read a letter into the record, and left a copy on file, regarding the Association's position on the possibility of the District Attorney's Office acquiring and occupying the City Center Building at 17th and "L" Streets. In addition, Mr. Keith spoke regarding the Master Street Tree Plan and encouraged the Agency to adopt the Plan. At the request of Agency Member Araujo, the issue of the City Center Building was referred to the Development Committee for review and recommendation to come back to the Agency at the next meeting. CONSENT CALENDAR The following items were listed on the Consent Calendar: a. REMOVED FOR SEPARATE CONSIDERATION. Minutes of the Regular Meeting of April 1, 1991, for approval. Ce Appropriate $15,000 for parking lot acquisition interest expense. Upon a motion by Agency Member Araujo, Items b and c of the Consent Calendar, with the removal of Item a, were adopted by the following roll call vote: Ayes: Agency Members Rubin, Ruddell, Araujo, Dunn, Gaskill, Sceales None None Agency Member Paynter Noes: Abstain: Absent: Approval of Warrant Nos. 265 to 293, inclusive, in the amount of $556,212.79. At the request of Agency Member Araujo, Economic Development Director Wager provided an explanation of Warrant No. 268 regarding the Bakersfield Museum of Art. At the request of Agency Member Dunn, Finance Director Klimko provided an explanation of Warrant No. 290 regarding Security Pacific National Bank. Bakersfield, California, May 6, 1991 - Page 2 Upon a motion by Agency Member Araujo, Item a. of the Consent Calendar was approved by the following roll call vote: Ayes: Noes: Abstain: Absent: Agency Members Rubin, Ruddell, Araujo, Dunn, Gaskill, Sceales None None Agency Member Paynter REPORTS Agendy' Member Dunn, Chairperson of the Design Review Committee, read Report No. 91-7 regarding Application by Mario Alvarez for signage for a building located at 1813 Chester Avenue, as follows: The Design Review Committee, on April 18, 1991, reviewed the application by Mario Alvarez for signage for a building located at 1813 Chester Avenue. The application was referred to Committee because the existing signage exceeds the allowable square footage. The Committee approved the applicant's request to add the word "Pacific" to existing signage located on Chester Avenue and approved alley signage. The approved sign is to be constructed of letters matching existing signage. Additionally, the Committee recommends that the existing wood fascia be continued on the remaining portion of the Chester Avenue facade to cover the existing steel facade. Also, the holes above the Chester Avenue entrance are to be patched. The Committee recommends that the Agency approve this application with the conditions submitted. Upon a motion by Agency Member Dunn, Design Review Committee Report No. 91-7 was accepted. Upon a motion by Agency Member Dunn, the recommendations of Design Review Committee Report No. 91-7 were implemented. Agency Member Sceales read Design Review Committee Report No. 91-8 regarding Truxtun Avenue Corridor Traffic and Landscape Improvement Plan, as follows: The Design Review Committee, on April 18, 1991, reviewed the proposed Truxtun Avenue Corridor Traffic and Landscape Improvement Plan located on Truxtun Avenue between "A" Street and "H" Street, since the redevelopment project area boundary encompasses "E" Street to "H" Street on Truxtun. The plan is proposed by the City of Bakersfield Public Works Department and is necessary due to higher than average traffic accidents for a street of this type. The proposed tree planting plan proposes to install at least twelve new Cedar and Sequoia trees of a height of approximately twenty feet. Overall, the plan will address public safety concerns, improve traffic flow and enhance the overall streetscape. 185 Bakersfield, California, May 6, 1991 - Page 3 In summary, the proposed phased Capital Improvement Program and Master Landscape Plan includes the following, over the next two to three years: Installation of a traffic signal system at "A" Street, including separate eastbound and westbound left turn phasing. Removal of existing vehicular crossings and replacing with raised landscaped medians at "B" Street, "E" Street and "G" Street. The new medians would facilitate landscaping similar to the existing median with additions of Sequoias and Cedars. Construction of a one-way westbound to southbound left turn lane at "C" Street proposed and funded by Mercy Hospital for their new hospital entrance. Construction of a restriction in the median opening at "D" Street to allow eastbound and westbound left turn lanes. Se Provision for a separate turn lane at "F" Street for eastbound traffic. One Sequoia tree will be planted to replace a removed Magnolia tree. Modification for the existing traffic signal system at "H" Street to provide separate left turn phasing in all directions. To accomplish this, removal of a Cedar and Magnolia tree is necessary. The City Parks Division has stated that the removal of the existing Cedar is required regardless of the plan due to disease. Modifications to the parking along the corridor is proposed into groups of two spaces separated by ten feet of no parking to facilitate parking maneuvers without having to stop in the traffic lanes. A replacement tree planting plan is also proposed with the traffic improvements, in order to offset the removal of the existing Cedar trees through disease and damage. If, in the future, existing trees become diseased or damaged to the point of necessary removal, the City will replace each tree removed with either the Cedar or Sequoia species. The Committee recommends that the Agency support and approve the Truxtun Avenue Corridor Traffic and Landscape Improvement Master Plan. Upon a motion by Agency Member Sceales, Design Review Committee Report No. 91-8 was accepted. Bakersfield, California, May 6, 1991 - Page 4 Upon a motion by Agency Member Dunn, the recommendations of Design Review Committee Report No. 91-8 were implemented. &GENCY STATEMENTS Agency Member Dunn proposed that the Agency go into a Closed Session at the next meeting to discuss the status of the hotel downtown and the city Center Development Project, and staff was directed to place that on the Agenda. Agency Member Gaskill asked staff what the procedure is regarding the budget and when the Agency should be prepared to review it. Economic Development Director Wager advised that the budget will be coming to the Agency on May 20th for authorization of transmittal to the City Council.
