Minutes of the Regular Meeting of the Central
District Development Agency of the City of Bakersfield,
California, held in the Council Chambers of City Hall,
1501 Truxtun Avenue, at 3:00 p.m., March 4, 1991.
The meeting was called to order by Chairperson
Rubin.
City Clerk Williams called the roll as follows:
Present: Agency Members Rubin, Araujo, Gaskill, Paynter
Absent: Agency Members Ruddell, Dunn, Sceales
PUBLIC STATEMENTS
Mr. Bruce Keith, 2930 Brundage Lane, representing
the Downtown Business Association spoke advising that at
their Town Hall meeting on March 5, 1991, they will be
declaring the month of March "Take Pride in Downtown Month"
by Proclamation from the Mayor that will be read by
Councilmember Patricia DeMond. Mr. Keith stated that the
Downtown Business Association will be going through Downtown
to determine what projects people can actually put their
hands on and accomplish something. This might be as simple
as weeding a flower bed, cleaning windows or painting over
grafitti. He advised that Floyd's has volunteered to donate
as many flowers as the DBA can plant. Mr. Keith requested
that if the Agency is aware of anything that can be taken
care of by the DBA, to please contact them.
Mr. Bruce Keith also spoke regarding the Facade
Improvement Program. He asked that, when looking at the
budget in the near future, the Agency give consideration to
reviving the Facade Improvement Program.

Upon a motion by Agency Member Araujo, Items a, b,

REPORTS
Agency Member Paynter read Design Review Committee
Report No. 91-4 regarding Revisions to the Design Review
Process and Standards, as follows:
The Design Review Committee on February 21,
1991, completed its review of the revised
Design Review Committee process and the
Design Review Standards.
The Committee recommends that the current
design review process be modified into a
Design Review Administrative Application
procedure, and a Design Review Committee
Application procedure which would require
review and approval by the full Central
District Development Agency.
The Design Review Administrative procedure
would process the following:
Minor exterior remodeling
costing less than $50,000
Minor landscape modifications
Signage
Awnings
Temporary signage
Encroachment permits for uses
other than buildings.
It is anticipated that 80-85 percent of
all design review applications could be
processed administratively, providing
applicants with "one stop" and "same day
service". However, an applicant may
request committee review and, depending
on the project, staff can require an
applicant to go to the Design Review
Committee for project review.
An ongoing reporting process would be
established whereby the Central District
Development Agency would be provided with
a summary of all Design Review
applications processed administratively.
The Agency would receive this summary as
an informational item in their agenda
packets.
The Design Review Committee would continue
to be responsible for processing the
following:
Major new construction,
including rehabilitation,
costing more than $50,000
Major new landscaping
Facade Program participation.

These projects would be approved by the
Central District Development Agency's
Design Review Committee and then
referred to the entire Agency.
The Committee also recommends the
incorporation of the existing Design
Review Standards in the action being
contemplated. These standards already
apply to all new construction,
rehabilitation or rebuilding within the
project area. Incorporation of these
standards into the establishment of a new
administrative design review process will
create a unified and consistent design
review process with clear definitions and
guidelines in regards to both the process
and the standards. Copies of these
standards will be readily available to
the public and will be used internally.
The Committee recommends that the Agency
approve these revisions to the design
review process and the incorporation of
the existing Design Review Standards.
Agency Member Paynter made a motion to adopt Design
Review Committee Report No. 91-4.
Chairperson Rubin requested that the report be
changed to include a recommendation that applicants be
notified, prior to staff review of the project, that they
have the option of going before the staff or before the
Design Review Committee.
Upon a motion by Agency Member Paynter, Design
Review Committee Report No. 91-4 was adopted with the change
to include a recommendation that applicants be notified,
prior to staff review of the project, that they have the
option of going before the staff or before the Design Review
Committee.
Upon a motion by Agency Member Araujo, the
recommendations of Design Review Committee Report No.
were implemented.

Agency Member Paynter read Design Review Committee
Report No. 91-5 regarding Application by Cox Cable
Bakersfield for the Installation of a 100-Foot Tower to be
Located at 820 22nd Street, adjacent to "Q" Street, as
follows:
The Design Review Committee, on February 21,
1991, reviewed the application for the
installation of a 100-foot tower by Cox
Cable. Location of the proposed tower is
adjacent to "Q" Street, approximately 120
feet north of 22nd Street.
The application was approved with the
following conditions:
A fence with redwood slats
is to fully enclose the
tower base.

Applicant must complete and
adhere to all conditions
required by the Planning
Department Site Plan Review
process.
The Committee recommends that the Agency
also approve this application.
Upon a motion by Agency Member Paynter, Design
Review Committee Report No. 91-5 was accepted.
Upon a motion by Agency Member Araujo, the
recommendations of Design Review Committee Report No.
were implemented.

AGENCY STATEMENTS
Agency Member Paynter requested that, when the
Downtown Business Association does its clean-up of the
Downtown area, they look at the intersection of 19th Street
and Chester Avenue, and possibly plant some flowers at that
intersection.
Economic Development Director Wager advised he
would pass that request along to Mr. Bruce Keith of the
Downtown Business Association.
