Bakersfield, California, February 19, 1991
Minutes of the Regular Meeting of the Central
District Development Agency of the City of Bakersfield,
California, held in the Council Chambers of City Hall,
1501 Truxtun Avenue, at 3:00 p.m., February 19, 1991.
The meeting was called to order by Vice Chairperson
Ruddell.
City Clerk Williams called the roll as follows:

Agency Member Gaskill was introduced and welcomed
as a new member to the Central District Development Agency.
CONSENT CALENDAR
The following items were listed on the Consent
Calendar:

Agency Member Araujo made a motion to approve
Consent Calendar Items a. through g., with the removal of
Item ¢., regarding uncollectable accounts receivable, for
separate consideration.
At the request of Agency Member Paynter, Economic
Development Director Wager explained the warrants for
American Protective Services, Inc., regarding security guard
services for the Convention Center Hotel.

Upon a motion by Agency Member Araujo, Items a, b,
d, e, f, and g of the Consent Calendar, with the removal of
Item c., were adopted by the following roll call vote:

c. Uncollectable Accounts Receivable.
Agency Member Araujo made a motion to approve this
as a separate item and requested that Economic Development
Director Wager address it for the record.
Economic Development Director Wager advised the
total amount of the uncollectable accounts receivable is
$18,566.67, of which $14,400.00 relates to the Mental Health
Association. He further advised that it is the feeling among
staff that this amount is uncollectable and would engender
harsh feelings in trying to collect the funds.
With respect to the balance of the uncollectable
accounts receivable, Economic Development Director Wager
advised it relates to the Truxtun Tower Association. He
stated it is the consensus of staff that a considerable
amount of resources and energy would be expended trying to
pursue this in court, and it would probably cost more than
the Agency would collect.
Upon a motion by Agency Member Araujo, Item c.,
Uncollectable Accounts Receivable, was approved and the
Finance Director was authorized to write off, as
uncollectable accounts receivable, $14,400.00 from the
Mental Health Association and $4,166.67 from the Truxtun
Tower Association, totaling $18,566.67, by the following
call vote:

REPORTS
Agency Member Paynter read Design Review Committee
Report No. 91-3 regarding appointment of final member to City
Center Art Project Committee as follows:
On February 7, 1991, the Design Review
Committee made the final recommended
appointment to the City Center Art
Project Committee.
Sandra Rowe has agreed to fill the
position of non-local artist. Ms. Rowe
is from the Los Angeles area. She
specializes in large installations. Her
most recent accomplishments include the
design and placement of three billboards,
throughout the L. A. area, for the 1990
Los Angeles Art Festival. Ms. Rowe also
teaches art at the Cal Poly, Pomona.

The Design Review Committee was also
updated on the progress of the City
Center Art Competition.
The art project committee has
met and approved the final
guidelines, instructions and
application for the City Center
Art Project Competition.
These guidelines will be sent
to all artists who have expressed
an interest in participating in
the competition. To date, the
museum has received 138 inquiries
from artists.
The art committee will select
three art piece proposals for
owner to choose from.
An October 1991 public unveiling
date is anticipated for project
completion.
Judith Sealy, Bakersfield Art Museum
Director, will serve as the administrator
of the competition. Agency staff will be
kept closely informed as the project
progresses. Staff will periodically
brief the Design Review Committee and the
Central District Development Agency of
art competition status.
Upon a motion by Agency Member Paynter, Design
Review Committee Report 91-3 was accepted.
NEW BUSINESS
Adoption of Resolution No. RA1-91 of the
Central District Development Agency
authorizing the Executive Director of the
Central District Development Agency to
sign certain documents.
Economic Development Director Wager recommended the
deletion of the word "his" before "designee" on the second
line of Paragraph 1. of the Resolution.
Upon a motion by Agency Member Dunn, Resolution No.
RA1-91 of the Central District Development Agency was
adopted, with the deletion of the word "his" before
"designee" on the second line of Paragraph 1., by the
following roll call vote:

Agency, upon a motion by Agency Member Dunn, the meeting was
adjourned at 3:25 p.m.
