A RESOLUTION DETERMINING THAT
BIDDING FOR ANIMAL CONTROL
VEHICLES CANNOT BE REASONABLY
OBTAINED THROUGH THE USUAL
BIDDING PROCEDURES BECAUSE OF THE
URGENT NEED TO PROCURE EQUIPMENT
FOR THE PRESERVATION OF HEALTH
AND AUTHORIZING THE FINANCE
DIRECTOR TO DISPENSE WITH BIDDING
THEREFOR, NOT TO EXCEED $102,000
(DEERSKIN MANUFACTURING AND JIM
BURKE FORD)
WHEREAS, the City of Bakersfield has recently taken over the animal control
responsibilities from the Society for Prevention of Cruelty to Animals; and
WHEREAS, the City of Bakersfield needs to procure equipment for same; and
WHEREAS, it has been difficult for the City of Bakersfield to obtain new animal
control vehicles and the wait for such vehicles can be as long as one year; and
WHEREAS, the City has located three available truck bodies which can be used
to assemble new vehicles through Deerskin Manufacturing; and
WHEREAS, the City has located two available cab and chassis which can be
used for assembling the new truck bodies through Jim Burke Ford; and
WHEREAS, the City of Bakersfield is required by state law to perform the animal
control function; and
WHEREAS, diseased and injured animals, dead animals, and rabies are
significant health threats to the public; and
WHEREAS, in order to protect the health and safety of the public, prevent the
spread of disease, including rabies, the City urgently needs to acquire additional
vehicles for animal control purposes.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by
reference.

2. The City Council, by this resolution, finds that an exception to the bidding
process is necessary and hereby determines the work, supplies, equipment and
materials to be of urgent necessity for the preservation of life, health or property.
