HomeMy WebLinkAbout05/01/89 MINUTES RABakersfield, California, May 1, 1989 Minutes of the Regular Meeting of the Central District Development Agency of the'City of Bakersfield, California, held in the Council Chambers of City Hall, 1501 Truxtun Avenue, at 3:00 p.m., May 1, 1989. The meeting was called to order by Chairperson Dunn. City Clerk Williams called the roll as follows: Present: Agency Members Dunn, Killmer, Kronenberg, Rubin, Araujo Absent: Agency Members Paynter, Watson PUBLIC STATEMENTS Mr. Bruce Keith, 1820 Brundage Lane, Suite C, spoke regarding the proposed city-wide off-street parking ordinance and requested that this issue be deferred to a future meeting. The Downtown Business Association will be meeting on May 9th to dis- cuss this issue. BILLS AND CORRESPONDENCE Upon a motion by Agency Member Kronenberg, Warrant Nos. 268 to 282 inclusive, in the amount of $291,726.14 were approved by the following roll call vote: Ayes: Noes: Abstain: Absent: Agency Members Araujo, Dunn, Killmer, Kronenberg, Rubin None None Agency Members Paynter, Watson REPORTS Agency Member Kronenberg, Chairperson of the Design Review Committee read Report No. 89-14 regarding Design Review Approval Authority as follows: On April 20, 1989, the Design Review Committee at the request of the Central District Development Agency, reviewed the April 13, 1989 memorandum prepared by Alan Daniel, Assistant City Attorney, relative to Design Review Committee approval authority. Specifically the question presented is: "May a Board (Committee) of the Central District Develop- ment Agency approve signs and other matters without submitting same to the Central District Development Agency for approval?" The Committee reviewed the conclusion, analysis, and recommendation presented by Mr. Daniel. They agreed with his recommendation that said, "I recommend that no separate approval authority be given to the Design Review Committee (or Board). I recommend the Committee make no changes in its operation except to submit agenda items for design review matters to be placed on a consent calendar which could be quickly processed by the Agency." The Design Review Committee recommends that the Agency also support this position. Upon a motion by Agency Member Kronenberg, Design Review Committee Report No. 89-14 was accepted and the recommendations were implemented. 14 Bakersfield, California, May 1, 1989 Page 2 Economic Development Director Wager stated that a change to the Agency Bylaws would require a seven day notice to the Agency Members. This item will be on the May 15th Agenda. Agency Member Kronenberg, Chairperson of the Design Review Committee, read Report No. 89-15 regarding review of con- struction bid results and landscape/irrigation plan alternatives for 19th and Chester Avenue Improvement Plan as follows: The Design Review Committee on April 20, 1989 reviewed the construction bid results and the landscape/irrigation plan alternatives for 19th and Chester Avenue Improvement Plan. The Committee was informed that the City Council is scheduled to award the construction contract on April 26, 1989. Specifically the Committee's responsibility was to review four options detailing the landscaping/ irrigation estimates prepared by the City Parks Department. The Committee is recommending the option that includes shrubs and groundcover in one gallon and five gallon size. Trees will include 20" tall Queen Palms and a variety of 36" box trees. The total cost of this material is $19,915.41. The Committee recommends that staff consider utilizing the Facade Improvement Program as a funding source for these landscape materials. The Downtown Business Association representatives present at the meeting are in agreement with this recommendation. The Committee recommends that the Agency support the landscape options selected by the Design Review Committee. Upon a motion by Agency Member Kronenberg, Design Review Committee Report No. 89-15 was accepted and the recommendations were implemented. Agency Member Kronenberg, Chairperson of the Design Review Committee, read Report No. 89-16 regarding Skyline Ordinance (Section 17.60.245 Skyline Building Identification Wall Signs) as follows: The Design Review Committee on April 20, 1989 completed its review of the proposed Skyline Ordinance (Section 17.60.245, Skyline building identification wall signs). This ordinance is an addition to the Bakersfield Municipal Code relating to signs. The Committee recommends approval of this ordinance amendment as presented with the addition of the following language in subsection H, after the word logo, "provided, however, that two lines of letters may be used if the aggregate height of the two rows of letters does not exceed the maximum height of letters permitted in Table A above." This change was discussed with the City Building Director and he is in agreement with the added wordage. Bakersfield, California, May 1, 1989 - Page 3 In this regard, the Committee recommends that the Agency support this ordinance amendment and inform the Planning Commission and City Council of its action regarding this matter. Upon a motion by Agency Member Kronenberg, Design Review Committee Report No. 89-16 was accepted and the recommendations were implemented. UNFINISHED BUSINESS Development Committee Report No. 89-2 regarding proposed revisions to the City-wide Off-street Parking Ordinance. extending exclusive right to negotiate. This Report was deferred from the meeting of April 17, 1989. Upon a motion by Agency Member Killmer, Development Committee Report No. 89-2 was deferred to the meeting of May 15, 1989. NEW BUSINESS Approval of Contract Change Order No. 11 - Contract No. RA88-4 with Colombo Construction Co., Inc., for expansion and remodel of the Bakersfield Civic Auditorium. Upon a motion by Agency Member Killmer, Contract Change Order No. 11 with Colombo Construction Co., Inc. was approved and the Executive Director was authorized to execute the Contract Change Order by the following roll call vote: Ayes: Agency Members Araujo, Dunn, Killmer, Noes: None Abstain: None Absent: Agency Members Paynter, Watson Kronenberg, Rubin Request for qualified statements of interest regarding downtown luxury hotel. City Manager Hawley stated that Pannell, Kerr and Forster is conducting a market demand study for the downtown hotel project. This study will be completed within four to six weeks. Staff is concurrently assembling other information neces- sary for the issuance of Request for Proposal once the market demand study is complete. City Manager Hawley requested authorization from the Agency to receive written statements of interest from lenders and developers so staff can prepare a mailing list for Request for Proposals, if necessary. Upon a motion by Agency Member Killmer, staff was directed to proceed as indicated in soliciting qualified state- ments of interest in regards to the Clarion Hotel Project. Agency Member Rubin suggested that Request for Proposal be expanded to include cial interest. the advertising for the Japanese commer- Bakersfield, California, May 1, 1989 - Page 4 AGENCY STATEMENTS City Manager Hawley stated that the memorandum prepared by staff regarding the proposed improvements to K Street is just for clarification.
