Minutes of the Regular Meeting of the Central
District Development Agency of the City of Bakersfield,
California, held in the Council Chambers of City Hall, 1501
Truxtun Avenue, at 3:00 p.m., October 2, 1989.
The meeting was called to order by Chairperson Dunn.
Assistant City Clerk Gafford called the roll as
follows:
Present: Agency Members Dunn, Killmer (seated at 3:06),
Paynter, Rubin, Watson, Araujo (seated
at 3:08)
Absent: Agency Member Kronenberg
CONSENT CALENDAR
The following items were listed on the Consent
Calendar:
Approval of Warrant Nos. 072 to 092,
inclusive, in the amount of $86,252.54
b. Minutes of the Regular Meeting of
September 18, 1989, for approval.
Upon a motion by Agency Member Paynter, Items a and b
of the Consent Calendar were adopted by the following roll call
vote:

CLOSED SESSION
Agency Member Watson made a motion that a need for
action arose after the Agenda was posted to conduct a Closed
Session pursuant to Government Code Section 54956.9 regarding
litigation exception concerning the Clarion Hotel. This motion
was approved by the following roll call vote:

REPORTS
Agency Member Paynter read Design Review Committee
Report No. 89-35 regarding an application submitted by Superior
Construction for exterior modifications to Bank of America
parking structure at "K" and 17th Streets as follows:
On September 14, 1989, the Design Review
Committee considered an application by
Superior Construction for exterior
modifications to the Bank of America
Parking Structure at "K" and 17th Street.
Work to be accomplished will be the filling
in of a portion of the ground level wall
with matching block and color material.
The filling in of the ground level wall
will be conducted at the southeast corner
of the parking structure. This area will
be used for storage when completed. The
application, as approved, complies with the
Design Guidelines for the project area.
The Committee recommends that the Agency
also approve this application.
Upon a motion by Agency Member Paynter, Design Review
Committee Report No. 89-35 was accepted.

Agency Member Paynter read Design Review Committee
Report No. 89-36 regarding an application submitted by Angus
Crites, II, for landscaping plan, materials and color, and
signage for a building located at the southwest corner of 20th
and Eye Streets as follows:
On September 14, 1989, the Design Review
Committee reviewed an application by Angus
Crites, II, for landscaping plan, materials
and color, and signage for a building
located at the southwest corner of 20th and
Eye Streets.
Specifically, the application calls for new
street trees to be installed on Eye Street
and along 20th Street. Trees will be 36"
box size with steel grates spaced at
30-foot intervals. The entire structure,
including the freestanding shoe shine
building, will be painted in a coordinated
color scheme and new awnings will be
installed on the east and north sides of
the building. Existing signage will be
deleted and a comprehensive sign plan will
be submitted at a later date. The
application, as approved, complies with the
Design Guidelines for the project area.
The Committee recommends that the Agency
also approve this application.
Upon a motion by Agency Member Paynter, Design Review
Committee Report No. 89-36 was accepted.

Upon a motion by Agency Member Paynter, the
recommendations of Design Review Committee Report No. 89-36
were implemented.
Agency Member Paynter read Design Review
Report No. 89-37 regarding an application submitted
Crites, II, and Gerald Clifford for landscaping plan
and color, and signage for a building located at the
corner of 19th Street and Chester Avenue as follows:

The Design Review Commit tee, on
September 14, 1989, reviewed an application
for landscaping, materials and color, and
signage for the Hopkins Building on the
corner of 19th Street and Chester Avenue.
Specifically, the application calls for
trees to be installed on Chester Avenue.
Trees will be 36" box size with steel
grates spaced at 30-foot intervals. The
entire structure will be painted in a
coordinated color scheme. The storefronts
along Chester Avenue and 19th Street will
be replaced with a uniform treatment and
will include new awnings and signage. The
application, as approved, complies with
Design Guidelines for the project area.
The Committee recommends that the Agency
also approve this application.
Upon a motion by Agency Member Paynter, Design Review
Committee Report No. 89-37 was accepted.
Upon a motion by Agency Member Paynter, the
recommendations of Design Review Committee Report No. 89-37
were implemented.
NEW BUSINESS
Approval of assignment of portions of
Amended Participation Agreement with City
Center Partners/MDC to Banducci Walker
Enterprises.
Upon a motion by Agency Member Watson, assignment of
portions of Amended Participation Agreement with City Center
Partners/MDC to Banducci Walker Enterprises was referred to the
Development Committee.
CLOSED SESSION
Closed Session pursuant to Government Code
Section 54956.9, regarding pending
litigation involving the Clarion Hotel.
Agency Member Dunn adjourned to the City Manager's
Conference Room for Closed Session at 3:11 p.m.

ADJOURNMENT
There being no further business to come before the
Agency, upon a motion by Agency Member Watson, the meeting was
adjourned at 4:01 p.m.
