Bakersfield, California, October 16, 1989
Minutes of the Regular Meeting of the Central
District Development Agency of the City of Bakersfield,
California, held in the Council Chambers of City Hall, 1501
Truxtun Avenue, at 3:00 p.m., October 16, 1989.
The meeting was called to order by Chairperson Dunn.

CONSENT CALENDAR

Minutes of the Regular Meeting of

Design Review Application No. 89-3
submitted by Valley Institute of
Prosthetics and Orthotics to install
non-illuminated logo-style signs.
Design Review Application No. 89-4
submitted by American Tel and Tel c/o
Mr . Ron Murphy to remove the
triangular platform shown and add a 6'

REPORTS
Agency Member Rubin, Chairperson of the Housing,
Relocation and Communications Committee, read Report No. 89-7
regarding special meeting with the Housing Authority of Kern
County and housing developers as follows:
On September 8, 1989, the Housing,
Relocation and Communications Committee and
staff met with representatives from the
Housing Authority and with interested
developers to discuss the opportunities and
constraints of developing housing in
downtown Bakersfield.
The committee meeting began with an
informal discussion between Committee
members and Adrienne Herd, Housing
Administrator, and Randy Coats, Housing
Planner, both from the Housing Authority of
Kern County.
Discussion topics centered around
acquisition and rehabilitation program
funds available through Propositions 77 and
84. The Committee requested staff to
obtain more information regarding these
propositions and to forward this
information on to the Committee.
Based on the Committee's request, staff had
invited approximately 75 local developers
to this meeting to discuss the
opportunities and constraints of downtown
housing. From the invitations sent, seven
positive responses were received. However,
only Daniels Logue and Cyrus Youseffi from
Daniels C. Logue Co. of Sacramento,
California, were able to attend.
The Daniels C. Logue Co. has a perfect
track record in obtaining state funds for
the rehabilitation of low-income housing.
Daniels Logue emphasized the importance of
City support and financial participation in
order to complete a successful housing
project.
Upon a motion by Agency Member Rubin, Housing,
Relocation and Communications Committee Report No. 89-7 was
accepted.
Agency Member Araujo requested staff provide copies
of legislation that was passed recently regarding housing.
Agency Member Araujo requested staff provide an
update on the Tegler Hotel.
AGENCY STATEMENTS
Agency Member Kronenberg spoke regarding the
California Redevelopment Agency Workshop which he,
Mr. Hartenberger, Ms. Barnes and Ms. Devereaux attended in San
Diego and encouraged Agency Members to look at the materials
received from the Workshop.

Agency Member Araujo spoke regarding a well-done
article on the 19th Street Redevelopment project in the recent
issue of the Bakersfield Panache Magazine and commended the
Downtown Business Association for doing a good job of
representing downtown redevelopment. She also requested that
staff photocopy the article for the CDDA members.
Agency Member Dunn stated she would like to put on
the next meeting's Agenda a discussion session for all Agency
members to present individual progress reports on how each
feels about how the Central District Development Agency is
doing.
ADJOURNMENT
There being no further business to come before the
Agency, upon a motion by Agency Member Dunn, the meeting was
adjourned at 3:30 p.m.
