The meeting was called to order by Vice Chairperson Paynter. City Clerk Williams called the roll as follows: Present: Absent: Agency Members Dunn, Killmer (seated at 3:05 p.m.), Kronenberg, Paynter, Rubin, Watson, Araujo None CONSENT CALENDAR The following items were listed on the Consent Calendar: Se Approval of Warrant Nos. 0130 to 0143, inclusive, in the amount of $9,375.36. b. Minutes of the Regular Meeting of November 6, 1989, for approval. Design Review Committee Application No. 89-7 submitted by John McKinney to change the sign from Great Western Savings to Great Western Bank, at 1730 Chester Avenue. Design Review Committee Application No. 89-8 submitted by Azteca Shoes to approve the design, location, and color of the proposed sign, at 1523 19th Street. Upon a motion by Agency Member Kronenberg, Items a, b, c and d of the Consent Calendar were adopted by the following roll call vote: Ayes: Agency Members Dunn, Kronenberg, Paynter, Rubin, Araujo, Watson None None Agency Member Killmer Noes: Abstain: Absent: Agency Member Killmer was seated at 3:05 p.m. 6] Bakersfield, California, November 20, 1989 - Page 2 REPORTS Agency Member Rubin, Chairperson of the Housing, Relocation, and Communications Committee, read Report No. 89-8 regarding housing set aside for Fiscal Year 1988-89 as follows: On November 3, 1989, the Housing, Relocation and Communications Committee and staff met to discuss the state required set-aside housing fund. Gregory Klimko, Treasurer for the Central District Development Agency, reviewed the Agency's cash flow and its debt service. The initial discussion centered on the Agency's current financial obligations. Existing programs such as the Clarion Hotel, the 18th and Eye Parking Structure, the City Center parking lot and the Bank of America parking structure have created debt obligations to which the Agency is committed. Until such a time that the Agency can alleviate these obligations, it is not financially feasible for the Central District Development Agency to set-aside twenty (20) percent of its tax increment into a housing fund. In order to meet the annual requirement relating to low and moderate income housing, the Agency can make a finding to the effect that the community is already making a substantial effort to meet this need through an equivalent effort which can include the use of federal and state grants for low and moderate income housing. A presentation outlining Community Development Division's local housing activities during fiscal year 1988-89 was made by staff member, Jan Duncan. Specific programs described included the Below Market Rate Rehabilitation Loans, Deferred Payment Rehabilitation Loans, Home Accessibility Grants for Handicap Improvements, Rental Rehabilitation Loan Program, Section 312 - Residential Rehabilitation Loans, and the Paint Grant Program. The Central District Development Agency received $1,376,000 in tax increment in fiscal year 1988-89. Twenty (20) percent of the amount is $275,200. The amount of funds actually expended by Community Development for low and moderate income housing totaled $590,458 for fiscal year 1988-89. Bakersfield, California, November 20, 1989 - Page 3 Since the City of Bakersfield is expending nearly double the amount required under the State of California twenty (20) percent housing set-aside in keeping with Section 33334.6 of the California Health and Safety Code, the Housing Relocation and Communications Committee recommends that the Agency adopt the resolution of the Central District Development Agency of the City of Bakersfield finding that in connection with the Downtown Redevelopment Project for fiscal year 1988-89, the community is making a substantial and equivalent effort to meet low and moderate income housing needs. Upon Relocation, and accepted. a motion by Agency Member Rubin, Housing, Communications Committee Report No. 89-8 was Adoption of Resolution No. RA3-89 of the Central District Development Agency of the City of Bakersfield finding, for Fiscal Year 1988-89, the community has contributed other local funds for low and moderate income housing. Upon a motion by Agency Member Rubin, Resolution No. RA3-89 of the Central District Development Agency of the City of Bakersfield was adopted by the following roll call vote: Ayes: Agency Members Dunn, Killmer, Kronenberg, Rubin, Araujo, Watson Noes: None Abstain: None Absent: None Paynter, Agency Member Kronenberg, Chairperson of the Design Review Committee, read Report No. 89-38 regarding a request from the Downtown Business Association for Christmas lights at 19th Street and Chester Avenue as follows: On November 6, 1989, the Central District Development Agency received a request from the Downtown Business Association for financial assistance to install Christmas lights in the 19th and Chester Avenue landscaping planters. The matter was referred to the Design Review Committee for consideration and recommendation back to the Agency on November 20, 1989. Bakersfield, California, November 20, 1989 - Page 4 The Committee reviewed the request on November 9, 1989, and recommends that an amount not to exceed $500 be appropriated for the purchase of night lighting material (Christmas tree lights) for the trees at the 19th and Chester Avenue intersection. These lights would be purchased by the Central District Development Agency for the Downtown Business Association. The Downtown Business Association would be responsible for storage and control. The Committee feels that this expenditure is warranted because of the original intent to "night light" the intersection. However, this feature was deferred during initial construction to reduce the project's overall cost. This action could generate private interest in festival-type night lighting for other special events in the downtown. The Committee recommends that the Agency approve this request. Upon a motion by Agency Member Kronenberg, Design Review Committee Report No. 89-38 was accepted. Upon a motion by Agency Member Kronenberg, the recommendations of Design Review Committee Report No. 89-38 were implemented. Agency Member Kronenberg, Chairperson of the Design Review Committee, read Application No. 89-39 regarding an application submitted by Rudolfo Soley for color, signage, and awnings for a building located at 1623 19th Street as follows: The Design Review Committee on November 9, 1989, reviewed an application by Rudolfo Soley for exterior building color, signage, and awnings for a structure located at 1623 19th Street. Specifically, the awning is a fixed steel frame covered with a dark green color cloth and white fringe (manufacturer's designation is "Hemlock Tweed") . The restaurant name and street address will be incorporated into the awning and will consist of white letters in accordance with Agency design guidelines. The awning will be attached to the center line of the top front facade and extend the width of the storefront. The remainder of the front facade will be painted green to match the awning color with an "off white" color to frame both sides and along the top of the facade. Additionally, the support column on the east side of the facade will be painted a matching "off white" color. Also, future consideration will be given to painting the south side of the building in conjunction with the Facade Improvement Application. The Committee recommends that the Agency also approve this application. 64 Bakersfield, California, November 20, 1989 - Page 5 Upon a motion by Agency Member Kronenberg, Design Review Committee Application No. 89-39 was accepted. Upon a motion by Agency Member Kronenberg, the recommendations of Design Review Committee Application No. 89-39 were implemented. UNFINISHED BUSINESS Adoption of Resolution No. RA4-89 of the Central District Development Agency of the City of Bakersfield fixing the dates of meetings of the Central District Development Agency for the calendar year 1990. This item was continued from the meeting of November 6, 1989. Upon a motion by Agency Member Watson, Resolution No. RA4-89 of the Central District Development Agency was adopted by the following roll call vote: Ayes: Agency Members Dunn, Killmer, Kronenberg, Paynter, Rubin, Araujo, Watson Noes: None Abstain: None Absent: None AGENCY STATEMENTS Mr. Jake Wager stated that Mr. George Gonzales from the Community Development Department attended the open house sponsored by Mr. Logue. Agency Member Dunn inquired as to the status of the refurbishing of the Hopkins Building at 19th and Chester. Agency Member Kronenberg responded regarding recent developments made to the Hopkins Building. Agency Member Dunn inquired as to the status of the refurbishing of the J. C. Penney building. Executive Director Hawley stated that the City has not been contacted as of yet. He further indicated Staff will remind the owners of the need to contact the City for permits, etc. Agency Member Kronenberg requested staff to consider the suggestion to schedule a briefing with new Council Members Brunni and Edwards regarding the history and activities of the Central District Development Agency.
