Minutes of the Regular Meeting of the Central
District Development Agency of the City of Bakersfield,
California, held in the Council Chambers of City Hall, 1501
Truxtun Avenue, at 3:00 p.m., February 20, 1990.
The meeting was called to order by Chairperson
Paynter.
City Clerk Williams called the roll as follows:

CONSENT CALENDAR
The following items were listed on the Consent
Calendar:
Approval of Warrant Nos. 0934 to
4291, inclusive, in the amount of
$349,877.58.
b. Minutes of the Regular Meeting of
February 5, 1990, for approval.

Design Review Application No. 90-2
submitted by Downey Savings to
approve signage on the west and
south elevation at 1530 Truxtun
Avenue.
Agency Member Kronenberg made a correction to Page 7,
third paragraph, of the Minutes of the Regular Meeting of the
Central District Development Agency held February 5, 1990, to
read: " A landscape plan and site elevations are
required as a condition . " instead of "combination."
Upon a motion by Agency Member Watson, Items a, b and
c of the Consent Calendar were adopted by the following roll
call vote:

NEW BUSINESS
Adoption of Resolution No. RA1-90 of the
Central District Development Agency
revising the date of the March 19, 1990,
meeting of the Central District Development
Agency to March 20, 1990.
Upon a motion by Agency Member Kronenberg, Resolution
No. RA1-90 of the Central District Development Agency was
adopted by the following roll call vote:

AGENCY STATEMENTS
Chairperson Paynter read a letter he received from
Mr. John F. McNally, Foreman of the Grand Jury, as follows:
Gentlemen:
This letter will introduce George Blanco
and Susan Fall of Coopers & Lybrand,
Los Angeles, retained by the 1989-1990 Kern
County Grand Jury to perform a review of
the Central District Redevelopment Agency
of the City of Bakersfield.
Any courtesies you extend to these
representatives will be appreciated.
Economic Development Director Jake Wager stated that
the scope of the inquiry will focus on the period from 1986
forward, and they have been asked to look at the general
operations of the Central District Development Agency,
including all aspects of the operation.
Agency Member Araujo stated that in last Wednesday's
publication there was a notice in Superior Court of U.S. Bank
Corp. against the City Center Partners, and it also included
CDDA, and she requested that they get together with staff to
discuss this matter.
Assistant City Attorney Alan Daniel responded by
stating that this is a default proceeding to enable U.S. Bank
Corp. to take control of the project and in doing so as holder
of the first trust deed, they can take everybody underneath
them out of the picture, which would include the CDDAo
ADJOURNMENT
There being no further business to come before the
Agency, upon a motion by Agency Member Araujo, the meeting was
adjourned at 3:15 p.m. . /~
