HomeMy WebLinkAbout05/21/90 MINUTES RA104 Bakersfield, California, May 21, 1990 Minutes of the Regular Meeting of the Central District Development Agency of the City of Bakersfield, California, held in the Council Chambers of City Hall, 1501 Truxtun Avenue, at 3:00 p.m., May 21, 1990. The meeting was called to order by Chairperson Paynter. Deputy City Clerk Welty called the roll as follows: Present: Absent: Agency Members Paynter, Sceales, None Araujo, Dunn, Watson Rubin, Ruddell, Chairperson Paynter welcomed reappointed Agency Member Araujo and new Agency Members Herman Ruddell and Mike Sceales. CONSENT CALENDAR The following items were listed on the Consent Calendar: Se Approval of Warrant Nos. inclusive, in the $30,832.69. 0308 to 0327, amount of b. Minutes of the Regular Meeting of May 7, 1990, for approval. Ce Design Review Application No. 90-3 submitted by Bakersfield Neon Sign Co., Inc., for Cesar R. Isasi, dba Gold Store, for change of face only in wall-mounted, illuminated cabinet-style sign. Design Review Application No. 90-4 submitted by United Orange County Neon Signs, Inc., for Guadalajara Jewelers, for installation of two (2) ivory/brown plexiglass face illuminated signs. Upon a motion by Agency Member Dunn, and d of the Consent Calendar were adopted by roll call vote: Items a, bt ct the following Ayes: Agency Members Araujo, Dunn, Paynter, Sceales, Watson Noes: None Abstain: None Absent: None Rubin, Ruddell, Bakersfield, California, May 21, 1990 - Page 2 105 REPORTS Agency Member Rubin read Design Review Committee Report No. 90-6 regarding Application by Milazzo and Associates for facade and landscaping modifications to Bank of America Building at 1430 Truxtun Avenue as follows: The Design Review Committee on May 10, 1990, reviewed the proposed changes to a previously approved application by Milazzo and Associates for the Bank of America Building. The revised application was approved. Specifically, a new primary tenant entrance on Truxtun Avenue will be constructed. New marble veneer wings will be added to the existing cement plaster fascia. In addition, new marble tile pavers will be added in the sidewalk areas in front of the new entry way. A raised chrome sign of 15" high letters spelling "Chain-Younger" will be placed above the Truxtun Avenue entrance on a polished marble fascia matching the existing fascia band. The final landscaping plan was also approved. Six 35" box trees will be planted along Truxtun Avenue from the corner of Truxtun and Chester east to the pedestrian mall area. New planting areas will also be constructed on both sides of the entry way. The Committee recommends that the Agency also approve this application. On March 20, 1990, the CDDA approved Design Review Committee Report No. 90-4. Approval of this Report relates only to the modifications proposed and, in that respect, would supersede previous approvals given by the CDDA. Upon a motion by Agency Member Dunn, Design Review Committee Report No. 90-6 was accepted. Upon a motion by Agency Member Dunn, the recommendations of Design Review Committee Report No. 90-6 were implemented. Agency Member Rubin read Design Review Committee Report No. 90-7 regarding Application by the Moreland Corporation for final landscaping plan for Williamsburg Square Project at Truxtun Avenue and Eye Street as follows: On May 10, 1990, the Design Review Committee reviewed the application for final landscaping plans for the williamsburg Square Office. 106 Bakersfield, California, May 21, 1990 - Page 3 The proposed landscaping plan was approved. Specifically, 15 street trees will be planted on Truxtun Avenue, Eye Street, a portion of 17th Street and a portion of "H" Street. These trees will be 36" box size and include Liquidamber and Aristocrat Pear. On-site trees will include Crape Myrtle and Eucalyptus. A low hedge (2' to 3' in height) Boxwood will be planted along the perimeter of the parking lot on "H" Street and Truxtun Avenue. The Committee recommends that the Agency also approve this landscaping plan. Upon a motion by Agency Member Watson, Design Review Committee Report No. 90-7 was referred back to the Design Review Committee for review of the final plans. Economic Review Committee Design Guidelines as follows: Development Director Jake Wager read Design Report No. 90-8 regarding proposed Urban for the Downtown Redevelopment Project Area On May 10, 1990, the Design Review Committee completed work on the Proposed Urban Design Guidelines for the Downtown Redevelopment Project Area. This joint effort between staff and committee members has taken over a year of concerted effort resulting in a document which will be used by the Central District Development Agency's Design Review Committee and City staff in reviewing proposals for exterior building modifications and new construction within the designated downtown area. The Design Guidelines are being distributed to Agency members for review and comment. In addition, the report will be sent to a wide variety of businesses and governmental agencies for review as part of the requirements of the California Environmental Quality Act. It is anticipated that the report will be brought back to the Agency in late June for final approval once the environmental review and comment period has been concluded. Agency Member Rubin requested that the guidelines also be submitted to various service organizations that might be interested. Upon a motion by Agency Member Araujo, Design Review Committee Report No. 90-8 was accepted. 107 Bakersfield, California, May 21, 1990 Page 4 AGENCY STA'£~ENTS Chairperson Paynter spoke regarding the Interim Grand Jury Report and stated he is looking forward to the final report, hoping there will be some good recommendations and assistance for the Agency. > City Manager Dale Hawley commented on the Interim Grand Jury Report and stated that most of the information presented in the preliminary report was information that the City gave to the people who were gathering the information. Agency Member Dunn commented on the Interim Grand Jury Report. Chairperson Paynter asked Agency Member Araujo to continue to Chair the Housing Relocation Committee.
