HomeMy WebLinkAbout09/17/90 MINUTES RA126 Bakersfield, California, September 17, 1990 Minutes of the Regular Meeting of the Central District Development Agency of the City of Bakersfield, California, held in the Council Chambers of City Hall, 1501 Truxtun Avenue, at 3:00 p.m., September 17, 1990. The meeting was called to order by Chairperson Paynter. Deputy City Clerk Welty called the roll as follows: Present: Agency Members Paynter, Watson, Dunn, Rubin Absent: Agency Members Ruddell, Araujo, Sceales the PUBLIC STATEMENTS Mr. Bruce Keith, 6104 Preston Court, Tegeler Hotel. spoke regarding CONSENT CALENDAR The following items were listed on the Consent Calendar: ae Approval of Warrant Nos. 35 to 80, inclusive, in the amount of $28,699.44. Minutes of the Regular Meeting of August 20, 1990, for approval. Upon a motion by Agency Member Watson, Item a of the Consent Calendar was adopted, with the exception of Warrant No. 52, and the matter of the agreements as to who is handling the professional services for Mark Dickerson was referred to the City Council, by the following roll call vote: Ayes: Noes: Abstain: Absent: Agency Members Dunn, Paynter, Rubin, Watson None None Agency Members Araujo, Ruddell, Sceales Upon a motion by Agency Member Rubin, Item b of the Consent Calendar was approved. REPORTS Agency Member Rubin read Report No. 90-2 from the Housing, Relocation and Communications Committee regarding Trip to Porterville Multi-Family Housing Projects, as follows: On August 30, 1990, the Housing, Relocation and Communications Committee and staff traveled to Porterville, California, to re-examine three multi-family housing projects originally toured by the Committee on May 10, 1989. ]27 Bakersfield, California, September 17, 1990 Page 2 The Committee first toured the Porterville Hotel. The ground level features the lobby, the manager's office and a common area. Located upstairs on the two remaining levels are the 70 single-room occupancy units. Average room rates are $150.00 per month. Communal kitchen facilities are located on both floors. Refrigerators are provided in each tenant's room. Private bathrooms are available in a limited number of units. At the time of the Committee's visit, the hotel was 100 percent occupied. The Committee then toured the Glenwood Hotel. This hotel has a much smaller lobby area and, like the Porterville, an on-site manager. The ground level has available 4,500 square feet of leasable commercial space. Located on the two levels above the ground floor are 32 apartment units. A typical unit consists of one room with a small kitchen area and an adjacent bathroom. All rooms are fully furnished. Small common areas are located in the hallways. At the time of the Committee's visit, the hotel was 50 percent occupied and had been open for three (3) months. The Committee also toured another multi-family residential project, the Santa Fe Plaza, 134 unit senior citizen housing complex. This project is adjacent to the downtown area and includes a senior citizen activity center (the restored former Santa Fe Railroad Station). Other features of the complex included a balcony for each unit and a large interior courtyard. The complex appeared to be approximately 95 percent occupied. In conclusion, as a result of this trip, the Committee was able to examine three distinctly different and operating multi-family housing projects. This experience will be beneficial for evaluation of future projects. After examining these housing projects, it is the Committee's recommendation to the Central District Development Agency that as the Tegeler Project progresses, design and maintenance issues relative to quality interior and exterior design, appropriate common areas and ongoing maintenance be incorporated into project specifications. Upon a motion by Agency Member Rubin, Housing, Relocation and Communications Committee Report No. 90-2 was accepted. Upon a motion by Agency Member Watson, the mendations of Housing, Relocation and Communications Committee Report No. 90-2 were implemented. recom- Bakersfield, California, September 17, 1990 - Page 3 Agency Member Watson, Chairperson of the Development Committee read Report No. 90-6 regarding Banducci/Walker Modifications and Specifications for Administrator, as follows: Contract On Wednesday, August 22, 1990, the City Council approved the various documents relating to the Banducci/Walker Exchange with some minor modifications. The Development Committee has reviewed those modifications. As you will note, the changes are not substantive in nature. The Joint Escrow Instructions will now explicitly state that the Exchange Agreement and the Cooperation Agreement must be submitted into escrow. Exhibit "E" and "F" will also explicitly state that the City Manager will approve all permitted title exceptions. Lastly, the City Council, at the recommendation of the City Manager, prefers the appointment of the Assistant to the City Manager as the Interim Contract Administrator. This preference is in keeping with the original intent for the position by having someone act as a Contract Administrator who was not involved with the negotiation or with the project's implementation. Also, Exhibit "G" of the Exchange Agreement describes the functions to be performed by the Contract Administrator. The specifica- tions were developed by the Development Committee on Tuesday, August 28, 1990. Approval of the specifications will satisfy the City Council's request that a permanent Contract Administrator be appointed prior to close of escrow. It is the Development Committee's recommen- dation that the Banducci/Walker modifications proposed by the City Council be accepted and that the CDDA approve the Contract Admin- istrator's specification. Upon a motion by Agency Member Watson, Development Committee Report No. 90-6 was accepted. Upon a motion by Agency Member Dunn, the recommen- dations of Development Committee Report No. 90-6 were implemented. Bakersfield, California, September 17, 1990 - Page 4 NEW BUSINESS Development Committee Interviews with Hotel Developers on September 12, 1990. Agency Member Watson, Chairperson of the Development Committee, read Report No. 90-7 regarding Interviews with Hotel Developers, held on September 12, as follows: 1990, On Wednesday, September 12, 1990, the Development Committee interviewed four candidates for the completion of the Downtown Convention Center Hotel. The interviews proved to be informative and useful. However, due to the limited time available, the Committee was not able to discuss the proposals and come to a conclusion. The Development Committee has set another meeting to review the proposals in depth. It is the Committee's expectation that, as a result of this second meeting, a recommendation will be made to the full CDDA. In light of the general interest to move ahead with this project, the Committee at this time recommends that a special meeting of the CDDA be held on Monday, September 24, 1990. The purpose of such a meeting would be to consider the recom- mendation by the Development Committee. Upon a motion by Agency Member Watson, a special meeting of the Central District Development Agency was sched- uled for Monday, September 24, 1990, at 3:00 p.m. AGENCY STATEMENTS Chairperson Paynter urged all the Agency Members to review the Response of the 1989-90 Grand Jury Findings that are going to be submitted to the City Council on Wednesday, September 19, 1990.
