Minutes of the Regular Meeting of the Central
District Development Agency of the City of Bakersfield,
California, held in the Council Chambers of City Hall,
1501 Truxtun Avenue, at 3:00 p.m., October 1, 1990.
The meeting was called to order by Chairperson
Paynter.
Deputy City Clerk Welty called the roll as follows:
Present: Agency Members Paynter, Araujo, Rubin, Sceales
Absent: Agency Members Watson, Ruddell, Dunn
CONSENT CALENDAR
The following items were listed on the Consent
Calendar:
a. Approval of Warrant Nos. 81 to 99,
inclusive, in the amount of
$102,656.76.
Minutes of the Regular Meeting of
September 17, 1990, and the Special
Meeting of September 24, 1990, for
approval.
Design Review Application No. 90-12
submitted by Jim Ward/KWIK Signs for
wall lettering at the parking structure
located at 1430 Truxtun Avenue.
Upon a motion by Agency Member Sceales, Items a, b
and c of the Consent Calendar were adopted by the following
roll call vote:

REPORTS
Economic Development Direct Wager read Report
No. 90-9 from the Design Review Committee regarding Urban
Design Guidelines for the Downtown Redevelopment Project
Area, as follows:
On May 10, 1990, the Design Review
Committee completed work on the Proposed
Urban Design Guidelines for the Downtown
Redevelopment Project Area.
This joint effort between staff and
Committee members has taken over a year
of concerted effort resulting in a
document which will be used by the
Central District Development Agency's
Design Review Committee and City staff in
reviewing proposals for exterior building
modifications and new construction within
the designated downtown area.

The Design Guidelines were distributed to
Agency members on May 21, 1990, for review
and comment. In addition, the report was
sent to a wide variety of businesses and
governmental agencies for review and
comment. Of the 75 different groups sent
copies for review, only two responded with
questions or suggested modifications. The
two agencies were the City of Bakersfield
Public Works Department and the Planning
Department.
The Committee is now satisfied that the
Guidelines have been widely distributed,
thoroughly discussed, and the suggested
corrections made.
In this regard, the Committee recommends
that the Design Review Guidelines be
accepted and approved by the Agency.
Upon a motion by Agency Member Araujo, Design
Review Committee Report No. 90-9 was accepted.
Upon a motion by Agency Member Rubin, the recommen-
dations of Design Review Committee Report No. 90-9 were
implemented.
NEW BUSINESS
Bakersfield Convention Center Signage.
In response to a question by Chairperson Paynter,
Economic Development Director Wager advised that the balance
of the funds needed from accepting the bid from Motivational
System, Inc., will come from the City's General Fund or the
Convention Center's Operating Budget.
Upon a motion by Agency Member Araujo, the bid from
Motivational System, Inc., in the amount of $31,102, was
accepted.
AGENCY STATEMENTS
Agency Member Rubin commended Chairperson Paynter
and former Agency Member Paul Kronenberg, along with the City
staff, for their enormous amount of time and innovative
thoughts in putting together the Urban Design Guidelines.
Chairperson Paynter requested that a copy of the
Urban Design Guidelines be sent to Mr. Paul Kronenberg.
Economic Development Director Wager advised that
the Agency Members are invited to attend the Annual
Legislative Conference on Redevelopment presented by Katz,
Hollis, Coren & Associates on Friday, November 9, 1990, at
the Grand Ballroom of the Sheraton Grand Hotel in Los Angeles
from 8:30 a.m. until 3:30 p.m., and the fee is $95.00 per
registration.

Economic Development Director Wager stated that he
recently attended the Introduction to Redevelopment Seminar
in Long Beach, and one of the handout materials was a Citizen
Guide to Redevelopment, copies of which he distributed to the
Agency.
Agency Member Rubin suggested that a copy of the
Citizen Guide to Redevelopment be sent to the Chairman of the
Grand Jury.
ADJOURNMENT
There being no further business to come before the
Agency, upon a motion by Agency Member Rubin, the meeting was
adjourned at 3:17 p.m.
