HomeMy WebLinkAbout10/15/90 MINUTES RABakersfield, California, October 15, 1990 Minutes of the Regular Meeting of the Central District Development Agency of the City of Bakersfield, California, held in the Council Chambers of City Hall, 1501 Truxtun Avenue, at 3:00 p.m., October 15, 1990. The meeting was called to order by Chairperson Paynter. Deputy City Clerk Welty called the roll as follows: Present: Absent: Agency Members Paynter, Ruddell (seated at 3:05), Dunn, Araujo, Rubin, $ceales Agency Member Watson CONSENT CALENDAR The following items were listed on the Consent Calendar: a. Approval of Warrant Nos. 100 to 110, inclusive, in the amount of $156,123.28. b. Minutes of the Regular Meeting of October 1, 1990, for approval. Upon a motion by Agency Member Sceales, Items a and b of the Consent Calendar were adopted by the following roll call vote: Ayes: Noes: Abstain: Absent: Agency Members Araujo, Dunn, Paynter, None None Agency Members Ruddell, Watson Rubin, Sceales NEW BUSINESS Adoption of Resolution No. RA2-90 of the Central District Development Agency of the City of Bakersfield finding for Fiscal Year 1989-90, the community has contributed other local funds for low and moderate income housing. In response to a request by Chairperson Paynter, Community Development Coordinator Gonzales reviewed the vari- ous Community Block Fund Grants that are included in the funds actually expended for the low and moderate income hous- ing program, which totaled $383,428, as follows: The Community Development Program has various home improvement loan programs that have been implemented since 1979. The Deferred Payment Rehabilitation Loan Program provides up to $27,000 to seniors and very low income individuals. In the past, since inception of the program, over $3,000,000 worth of loans have been generated. During the last couple of years, it has become necessary to train individuals to do that job so, consequently, volume is very low this year. Bakersfield, California, October 15, 1990 - Page 2 The Home Accessibility Grants for Handicapped Individuals provides up to $2,000 of grant monies to seniors and handicapped individuals to make their homes more accessible. Each year approximately 60 grants are provided by this program. The Paint Grant Program provides paint and supplies, specifically in Census Tract 22. The people provide the labor to accomplish the work. The Service Delivery Cost for Housing is the ongoing cost of running the different programs. The Rental Rehabilitation Program provides half of the rehabilitation cost to eligible projects within the targeted areas. The interest rate is zero percent, no monthly payments, all monies are due whenever the property changes hands or in 15 years. The landlord is responsible for the other half of the rehabilitation cost. In the past three years, two bonuses have been received from the Government for additional loans. Agency Member Ruddell made a motion Resolution No. RA2-90 of the Central District Agency of the City of Bakersfield. to adopt Development Agency Member Araujo stated for the record she is in opposition to this Resolution because: 1. This Resolution was not acted upon by the Housing Committee; and Redevelopment Law requires twenty percent of monies from within the area be used for low and moderate income housing. The Agency has not done this. The fulfilling of this requirement by the use of Community Development Grant monies may or may not be legal. Upon a motion by Agency Member Ruddell, Resolution No. RA2-90 of the Central District Development Agency of the City of Bakersfield was adopted by the following roll call vote: Ayes: Noes: Abstain: Absent: Agency Members Dunn, Agency Member Araujo None Agency Member Watson Paynter, Rubin, Ruddell, Sceales 138 Bakersfield, California, October 15, 1990 - Page 3 AGENCY STATEMENTS In response to a request by Chairperson Paynter to bring the Agency up to date on the status of the Exclusive Right to Negotiate regarding the Convention Center Hotel, City Manager Hawley advised that he and other City staff met last week with the developers, Hallmark Ventures, Inc., to finalize some of the questions still remaining. Hallmark is in the process of firming up their proposal in order to enter into a Development and Disposition Agreement with the City, and they are aware that within 45 days, the City would like to be able to have something more firm from them.
