Bakersfield, California, March 6, 1989
Minutes of the Regular Meeting of the Central District
Development Agency of the City of Bakersfield, California, held
in the Council Chambers of City Hall, 1501 Truxtun Avenue, at
3:00 p.m., March 6, 1989.
The meeting was called to order by Chairperson Dunn.
City Clerk Williams called the roll as follows:
Present: Agency Members Dunn, Killmer, Kronenberg, Paynter,
Rubin, Watson, Araujo
Absent: None
MINUTES
Upon a motion by Agency Member Kronenberg, Minutes of
the Regular Meeting of February 21, 1989 were approved.
PUBLIC STATEMENTS
Ms. Cathy Butler, Executive Vice-President of the
Downtown Business Association, 1401 19th Street, Suite 101, spoke
as President of the California Downtown Association. She invited
the Agency Members to the California Downtown Association
Conference, to be held April 5-8, 1989, in Palm Springs.
BILLS AND CORRESPONDENCE
Upon a motion by Agency Member Paynter, Warrant Nos. 209
to 217 inclusive, in the amount of $8,346.32 were approved by the
following vote:
Ayes: Agency Members Araujo, Dunn, Killmer, Kronenberg,
Paynter, Rubin, Watson
Noes: None
Abstain: None
Absent: None
REPORTS
Agency Member Rubin, Chairperson of the Housing,
Relocation, and Communications Committee, read Report No. 89-1
regarding the Redevelopment Element Update - Citizen Advisory
Committee Appointments as follows:
On February 24, 1989, the Housing, Relocation
and Communications Committee reviewed the
nominations for the Citizen Advisory Committee
which will be appointed to assist the Agency
and staff in the update of the Downtown
Redevelopment Element. The Citizen Committee
will have a member from each of the following
organizations:
Downtown Business Association
Board of Realtors
Chamber of Commerce
Building Industry Association
Westchester Merchants Association
Golden Empire Transit
California State University, Bakersfield
American Institute of Architects (Local Chapter)
Historic Preservation Commission
Arts Council of Kern
In addition, four citizens at large will be
appointed as members of the Citizen Committee.
This is the result of a rather significant
number of public responses as the result of
the article in the Bakersfield Californian
which requested interested citizens to submit
their names for consideration.

The Housing, Relocation and Communications
Committee recommends that the Agency approve
the attached list of individuals as members
of the Citizen Advisory Committee. The first
organizational meeting of the Committee will
be held during the week of March 13, 1989.
Upon a motion by Agency Member Rubin, Housing,
Relocation, and Communications Committee Report No. 89-1 was
accepted and the recommendations were implemented.

Review Committee, read Report No.
19th and Chester Improvement Plan
Chairperson of the Design
89-6 regarding the review of

On February 23, 1989 the Design Review Com-
mittee met to discuss the results of the 19th
and Chester Improvement Plan - construction
bid submittals.
In this regard, the Committee agreed to reject
all bids and authorize Staff to revise the job
specifications to reflect the following:
Separate the physical improvements into
two categories and bid the landscaping
separately.
Close the 19th and Chester intersection
during the construction period.
3. Eliminate all alternates from the bid.
The authorization to advertise new bids
is subject to the City Council concur-
rence and their approval of the new
specifications.

Upon a motion by Agency Member Kronenberg, Design Review
Committee Report No. 89-6 was accepted.
Upon a motion by Agency Member Kronenberg, Staff was
directed to reject all bids.
Agency Member Kronenberg, Chairperson of the Design
Review Committee, read Report No. 89-7 regarding the City Center
project landscaping as part of Off-site Improvements - "K" Street
between 17th and 18th Streets as follows:

On February 23, 1989 the Design Review Committee
considered the City Center Project Landscaping
as part of the Off-site Improvements.
The Committee approved the landscaping for the
project with the exception that two 36" box
trees (Rhuslancea) be planted in the knuckle
areas of the sidewalk, that the existing areas
be planted with 24" box trees (Pear Evergreen),
and add a sidewalk cut out by the Haberfelde
Building.
The Committee recommends that the Agency support
this Landscaping Plan.
Upon a motion by Agency Member Kronenberg, Design Review
Committee Report No. 89-7 was accepted and the recommendations
were implemented.
UNFINISHED BUSINESS
Chairperson Dunn stated that Paul Shillcock, Principal
Planner in Economic Development, will be leaving the City of
Bakersfield to move to Palm Desert as the new Assistant City
Manager on March 10, 1989. The Agency would like to recognize
the concerned service that Mr. Shillcock has rendered to the
City.
Agency Member Dunn requested that a letter of apprecia-
tion be written to Mr. Shillcock.
AGENCY STATEMENTS
Agency Member Araujo thanked Mr. Paul Shillcock for his
services.
Agency Member Araujo requested that Mr. Shillcock see
that someone inherit the City Center Project and see that the
request to move the curb on 17th Street two feet back is followed
through.
Chairperson Dunn asked that the Agency liaison person,
Agency Member Killmer, follow up on the status of the discussion
with Staff and the Developer regarding the City Center Project
issue of moving the curb out two feet on 17th Street.
Agency Member Kronenberg informed the Agency on the
visit to Stockton.
Agency Member Kronenberg requested that an update of any
potential Moreland projects be on the next Agenda.
ADJOURNMENT
There being no further business to come before the
Agency, the meeting was adjourned at 3:30 p.m.
