Minutes of the Regular Meeting of the Central District
Development Agency of the City of Bakersfield, California, held
in the Council Chambers of City Hall, 1501 Truxtun Avenue, at
3:00 p.m., April 4, 1988.
The meeting was called to order by Vice-Chairperson
Dunn.
City Clerk Williams called the roll as follows:

PUBLIC STATEMENTS
Ken Reed, Downtown Business Association, 1401 19th
Street, read into the record, correspondence from the Downtown
Business Association, as follows:
Dear Chairman Watson:
Downtown business and property owners made their
priorities abundantly clear at the workshop session
held at the Kress Building on March 29th. They are
anxious to have the CDDA initiate a streetscaping
program commencing at 19th and Chester without
further delay.
They favor proceeding immediately with the recom-
mended approach to intersection rehabilitation
indicated in the Archiplan Urban Design
Collaborative plan dated April 1987 (except, as
they stated at the meeting, without the clock tower
at this time). We are recommending that such
action be taken now.
Insofar as available funds allow,
should proceed outward from this
intersection.

We realize that implementing the intersection plan
requires that several steps be taken before actual
construction can begin.
We have assumed that it could take up to 60 days to
have the bids in hand, and 30 additional days to
award the project to the contractor. We would hope
that the CDDA would require that the contractor
commence construction within 30 days of the award.
Since over $40,000 of the funds generated by the
property owners was spent by the agency on the
Archiplan plan, we would look forward to having the
design criteria outlined in this plan initiated
now.

As you are aware, business and property owners
working in conjunction with the Archiplan consult-
ants during a series of meetings hammered out the
streetscaping plan in considerable detail.
However, the city subsequently greatly reduced the
participation it had proposed. As I am sure you
realize, the level of frustration expressed by so
many at the meeting reflected the many hours of
effort that they devoted to that project before
learning of the city's proposed change.
We believe that it is also important for the agency
to continue annual funding of a downtown
streetscaping program in subsequent years, with a
minimum commitment by the agency to fund rehabili-
tation o~ at least one additional intersection each
year.
We also believe that the agency should release
Facade Improvement funds annually in the amount
not less than $75,000 per year.

Agency Member Rubin recommended the letter be re~erred
to the Development Committee for review and recommendation.
City Manager Hawley indicated that he has talked to the
Public Works Department, who is reviewing the Archiplan Plan to
see if it can be broken down into different phases. The work
will be done by the Public WorKs Department.
City Manager Hawley will provide a time schedule for
this work, at the next CDDA meeting.

Upon a motion by Agency Member Rubin, Warrant Nos. 336
to 367 inclusive, in the amount of $48,805.35 were approved by

REPORTS
Agency Member Kronenberg, Chairperson of the Relocation
and Public Relations Committee, read Report No. 88-5 regarding
the development of media seminar as ~ollows:
At its March 25, 1988 meeting, the
Relocation and Public Relations Committee
examined committee goal implementation.

As one of the goals of the committee, the
Agency adopted the "development of a media
information kit with history, profiles,
strategic long range plan, and redevelopment
efforts."
To ~urther develop this idea, and to educate
the local media about the history and process
of redevelopment, a media seminar is being
organized. This seminar would provide specific
information about the goals and objectives of
the Agency, how redevelopment works, the history
of redevelopment in Bakersfield, and the nature
of redevelopment financing.
The seminar will assist members of the local
media in interpreting the often complex nature
o~ redevelopment and provide reporters, producers,
and editors with a basic understanding of why
redevelopment was begun in Bakersfield and what
it seeks to accomplish.
The seminar could be in a workshop setting
with Agency members in attendance; in addition
a media kit would be distributed for future
reference.
As this concept develops the Agency will be
kept informed.
Upon a motion by Agency Member Kronenberg, Relocation
and Public Relations Committee Report No. 88-5 was accepted and
recommendations implemented.
Agency Member Kronenberg, Chairperson of the Relocation
and Public Relations Committee, read Report No. 88-6 regarding
the development of landscaping standards in downtown as follows:
At its March 25, 1988 meeting, the Relocation
and Public Relations Committee discussed the
issue of landscaping standards.
The recent contribution by Mrs. Hulda Magnus
of two trees that were planted on Chester
Avenue is the latest example of the interest
being taken in landscaping downtown. Along
with the recent flower plantings by the
Downtown Business Association and several
new redevelopment projects ready to begin,
it is apparent that businesses and individuals
could benefit from guidance on the types
of trees and plants which would work well in
our downtown environment.
The Relocation and Public Relations Committee
recommends the Agency refer this matter to the
Design Review Committee for development of land-
scape standards for the downtown area to be
incorporated in the Redevelopment General Plan
Element.
Upon a motion by Agency Member Kronenberg,
and Public Relations Committee Report No. 88-6 was
recommendations implemented.

Agency Member Paynter, Chairperson of the Design Review
Committee, read Report No. 88-17 regarding an application for
signage for a structure located at 1031-19th Street as follows:
On March 24, 1988 the Design Review Committee
convened for the purpose of reviewing the
application by Danny Lipco for signage at the
building located at 1031 19th Street (Emporium
Western Store).
The Committee approved the application as
submitted on March 21, 1988. This approval
requires that the "red boot" replica be
removed from the roof and placed in the
redesigned landscape planting area in the
form of a monument sign supported on a 6
inch pipe.
The Committee requests the Agency to approve
this application.
Upon a motion by Agency Member Rubin, Design Review
Committee Report No. 88-17 was accepted and recommendations
implemented.
Agency Member Paynter, Chairperson of the Design Review
Committee, read Report No. 88-18 regarding an application for
signage for a structure located at 1831 Truxtun Avenue as
follows:
On March 24, 1988 the Design Review Committee
met to review the application by Wes Bradford
for a wall sign at the building located at
1831 Truxtun Avenue, (Clifford-Bradford
Insurance Agency).
The Committee approved the application dated
March 18, 1988 as submitted.
The Committee recommends to the Agency the
approval of the application.
Upon a motion by Agency Member Kronenberg, Design Review
Committee Report No. 88-18 was accepted and recommendations
implemented.
Agency Member Paynter, Chairperson of the Design Review
Committee, read Report No. 88-19 regarding an application for
signage for a structure located at 1230-18th Street as follows:
On March 24, 1988 the Design Review Committee
reviewed the application by Ray Murphy for
signage at the building located at 1230 18th
Street (Hickory House Restaurant).
The Committee approved the application dated
March 11, 1988 as presented with the provision
that the applicant make repairs to the building
facia on the west building elevation and replace
the missing letters on the sign on the south
side facia. This work should be coordinated
with the City Building Division.

The Committee recommends to the Agency the
approval of this application.
Upon a motion by Agency Member Kronenberg, Design Review
Committee Report No. 88-19 was accepted and recommendations
implemented.
Agency Member Paynter, Chairperson of the Design Review
Committee, read Report No. 88-20 regarding an application for
signage for a structure located at 1929 Truxtun Avenue as
follows:
On March 24, 1988 the Design Review Committee
met to review the application by Don Chin for
signage at a building located at 1929 Truxtun
Avenue, (M.B. Building).
The application dated March 22, 1988 for a
monument sign was approved as submitted.
The Committee recommends that the Agency
approve this application.
Upon a motion by Agency Member Kronenberg, Design Review
Committee Report No. 88-20 was approved and recommendations
implemented.
Agency Member Paynter, Chairperson o~ the Design Review
Committee, read Report No. 88-21 regarding an application for
signage for a structure located at 1917 Eye Street as ~ollows:
On March 24, 1988 the Design Review Committee
convened for the purpose of reviewing the
application by Bruce Chism for signage at the
building located at 1917 Eye Street (Chism
Jewelers).
Specifically the Committee approved the
application which calls ~or the re-installation
o~ the Chism Jewelry Sign on the Hay Building
east elevation in accordance with the drawings
and photographs submitted. The surrounding
metal sign ~rame is to be painted in aluminum
color to match the aluminum store front framing.
The existing blue background color on the sign
is approved.
The Committee recommends that this application,
dated March 22, 1988 be approved by the Agency.
Upon a motion by Agency Member Rubin, Design Review
Committee Report No. 88-21 was approved and recommendations
implemented.
Agency Member Paynter, Chairperson of the Design Review
Committee, read Report No. 88-22 regarding an application for
signage for a structure located at 2000 Chester Avenue as
follows:
On March 24, 1988 the Design Review Committee
convened for the purpose of reviewing the
application by A.E. Stuart for signage at a
building located at 2000 Chester Avenue,
(The Shoe Collection).

The Design Review Committee approved the
application as submitted with foam letters,
plastic faced, provided the letters are
finished with metal sides and a trim cap
is provided on the individual letters.
The Committee recommends approval
this application to the Agency.
Upon a motion by Agency Member Kronenberg, Design Review
Committee Report No. 88-22 was accepted and recommendations
implemented.
NEW BUSINESS
Selection of date for next workshop.
After lengthy discussion, Agency Members scheduled the
next CDDA workshop, to discuss cash flow and budget issues, for
April 18, 1988 at 5:00.
For clarification, Deputy City Attorney Marino advised
Agency Members to adjourn today's meeting to a time certain,
Monday, April 18, 1988 at 5:00 p.m. Thereby rescheduling the
regular meeting from 3:00 to 5:00 p.m.
Agency appointment to Advisory Council
of Economic Development Corporation.
Upon a motion by Agency Member Paynter, Diane Dunn was
nominated to the Advisory Council of Economic Development
Corporation.
Agency Member Paynter asked staff to review the appear-
ance of Dave's Deli and report back to the Agency with an immedi-
ate plan for improving the appearance of the building.
Agency Member Kronenberg requested that a "Closed
Session" be placed on the next agenda to discuss any pending
Litigation.
There being no further business to come before the
Agency, Vice-Chairperson Dunn adjourned the meeting to 5:00 p.m.
April 18, 1988.
