Minutes of the Continued Meeting of the Central District
Development Agency of the City of Bakersfield, California, held
in the Council Chambers of City Hall, 1501 Truxtun Avenue, at
5:00 p.m., April 18, 1988.
The meeting was called to order by Chairperson Watson.
Deputy City Clerk Zaragoza called the roll as follows:

MINUTES
Upon a motion by Agency Member Rubin, minutes of the
Special Meeting of March 29, 1988 and Regular Meeting of April 4,
1988 were approved.
BILLS AND CORRESPONDENCE
Upon a motion by Agency Member Kronenberg, Warrant Nos.
368 to 374 inclusive, in the amount of $1,153.41, were approved
by the following vote:

REPORTS
Agency Member Killmer, Chairperson of the Development
Committee, read Report No. 88-7 regarding streetscape improve-
ments ~or downtown as follows:
The Development Committee met on April 13,
1988, to discuss streetscape improvements
for the downtown core area. This action
was the next step on the planning and
implementation process begun at the Central
District Development Agency workshop held
on March 29, 1988.
A number of constraints and ideas were
discussed and staff presented rough cost
estimates for installation of various
proposals. The alternatives discussed will
be presented by staf~ and the Committee
will continue to evaluate the proposals
and coordinate with the Design Review
Committee which is currently establishing
standards for streetscape improvements.

City Manager, Dale Hawley, displayed preliminary plans
for landscaping Chester Avenue from 19th Street (north and south)
and explained alternatives. Mr. Hawley stated that no action
would be taken until meeting with the property owners and
Downtown Business Association.
Upon a motion by Agency Member Killmer, Development
Committee Report No. 88-7 was accepted, recommendations imple-
mented, and staff directed to pursue these plans, meet with the
necessary interested parties and move forward to create this sit-
uation as quick as possible.
Agency Member Paynter, Chairperson of the Design Review
Committee, read Report No. 88-23 regarding an application for
signage for a structure located at 1623 19th Street as follows:
On April 7, 1988 the Design Review Committee
convened for the purpose of reviewing the
application by Sal Bagbobo for signage for
a structure located at 1623 19th Street (Thai
Restaurant).
The application was approved permitting a
3' x 6' size sign with a metal frame and
plastic facing for the entire face of the
sign. This sign shall be centered on the
front facade of the building. All other
existing signs shall be removed.
The Committee recommends the approval of
this application to the Agency.
Upon a motion by Agency Member Paynter, Design Review
Committee Report No. 88-23 was accepted as corrected, and
recommendations implemented.
Agency Member Paynter, Chairperson of the Design Review
Committee, read Report No. 88-24 regarding an application for
signage for a structure located at 1910 Chester Avenue as
~ollows:
On April 7, 1988 the Design Review Committee
convened for the purpose of reviewing the
application by Humberto Aguliar for signage
for a structure located at 1910 Chester
Avenue (Italia Jewelers).
The application was approved as presented
by the applicant. In addition, a permanent
window sign was also approved on the south
side, ~ront window reading "Italia Jewelers".
This window sign shall cover no more than
one-third of the window area.
The Committee recommends the approval of
this application to the Agency.
Upon a motion by Agency Member Paynter, Design Review
Committee Report No. 88-24 was accepted, and recommendations
implemented.

Agency Member Paynter, Chairperson of the Design Review
Committee, read Report No. 88-25 regarding an application for
signage for a structure located at 1730 Chester Avenue as
follows:
On April 7, 1988 the Design Review Committee
convened ~or the purpose of reviewing the
application by Sign Systems Inc., for signage
at a building located at 1730 Chester Avenue
(Great Western Building).
The Committee approved the placement of two
"For Lease" signs for Charles Tingy and
Associates not to exceed 24" x 30" in size.
One sign is to be located on the lower window
facing 18th Street and the second sign is to
be placed in the window facing Chester Avenue
directly under the existing sign as presented
in the applicant's photographs.
This application is recommended ~or approval
by the Agency.
Upon a motion by Agency Member Paynter, Design Review
Committee Report No. 88-25 was accepted and recommendations
implemented.
Agency Member Paynter, Chairperson of the Design Review
Committee, read Report No. 88-26 regarding an application for
signage for a structure located at 1200 19th Street as follows:
On April 7, 1988 the Design Review Committee
convened for the purpose of reviewing the
application by Omar Ali for signage at a
building located at 1200 19th Street
(Bakersfield Hotel/Vista Village Market).
The Committee approved a temporary sign,
18" x 8' in size to be painted on the
19th Street side ot the building. This sign
approval is temporary, pending an overall
rehabilitation plan for the building. The
Committee requests a meeting with the
Bakersfield Hotel owner and a representative
of the Historic Preservation Commission to
work out an overall rehabilitation plan for
the hotel dealing with graffiti, cleaning
the building, painting the exterior, signage,
and general clean up of the premises. The
Committee will report back to the Agency
with a further report on this aspect of the
project.
The Committee recommends that the temporary
sign be approved.
Upon a motion by Agency Member Paynter, Design Review
Committee Report No. 88-26 was accepted and recommendations
implemented.

Agency Member Paynter, Chairperson of the Design Review
Committee, read Report No. 88-27 regarding a letter of support
for the need of the Property Maintenance Ordinance as follows:
On April 7, 1988 the Design Review Committee
reviewed the draft Property Maintenance
Ordinance. They agreed to recommend to the
full Agency that the following letter be sent
to the Mayor and City Council.
Dear Honorable Mayor and Members of the
City Council:
The Central District Development Agency has
carefully reviewed the preliminary draft o~
the Property Maintenance Ordinance. In this
regard, the Agency recommends concept approval
of this Ordinance which is currently under
consideration by the City Planning Commission.
The support for this Ordinance is contingent
upon an additional review by the Agency when
the Ordinance is placed in its final form.
Inadequate property maintenance continues to
be a constant source of blight in the Downtown
Redevelopment Area. Poor maintenance fosters
existing blight and hampers the Agency's
e~forts to attract new business into the
downtown. It also adversely affects programs
for the retention and rehabilitation o~
existing businesses and historic neighborhoods.
Deficiently maintained property jeopardizes
both attraction and retention programs,
while stagnating downtown's economic base.
The Central District Development Agency
appreciates the opportunity to review the
proposed Property Maintenance Ordinance and
recommends its adoption into law as soon as
possible.

In conclusion, the Design Review Committee
also would like copies o~ this letter sent to
the Planning Commission, Downtown Business
Association, Chamber of Commerce, Board ot
Realtors, and the East Bakersfield Business
Association.
Upon a motion by Agency Member Paynter, Design Review
Committee Report No. 88-27 was accepted, and recommendations
implemented.

Agency Member Paynter, Chairperson of the Design Review
Committee, read Report No. 88-28 regarding an application for
signage for a building located at 1609 19th Street as fol.l~ws:
On April 7, 1988 the Design Review Committee
completed its review of the application by
Samuel Wai Chin Tam for signage at a building
located at 1609 19th Street (Oriental Arts
Center).
The Committee approved the application as
submitted with the inclusion of a painted
border frame of the same color as the sign.
In addition, when and if the "Downtown
Facade Program" is re-established, the
applicant must within six months submit an
application for "facade improvement" at
which time the color of the building,
projecting conduit stubs, and permanent
signage can be re-evaluated by the
Committee.
The Committee requests that the Agency
approve this application.
Upon a motion by Agency Member Paynter, Design Review
Committee Report No. 88-28 was accepted.
NEW BUSINESS
Status report on rehabilitation/
demolition of the Tegler Hotel.
Assistant City Manager, Ken Pulskamp, updated the Agency
stating that the County Health Department has taken all available
actions to require the property owner to correct a rodent
infestation problem at the Tegler Hotel. In accordance with the
Health Department regulations, it is the owner's responsibility
to provide a pest free structure before any structural rehabili-
tation can be permitted. The Tegler's owner has submitted build-
ing plans to the Building Department, but no building permit will
be issued until the Tegler is certified as being pest free by the
County Health Department, it is expected that this certification
will be made in the near future. The Agency cannot legally take
any action that will be binding on the owner at this time.
Chairperson Watson requested an update at the next
Agency meeting.
Status report on Community
First Bank.
Assistant City Manager, Ken Pulskamp updated the Agency
stating that negotiations continue between Mr. Bynum and
Associates and the affected property owners regarding the
Community First Bank Project. Mr. Pulskamp said formal offers
for purchase of the individual properties have been delivered to
all property owners. The Agency granted Mr. Bynum an Exclusive

Right to Negotiate, which was executed on February 1, 1988, that
allowed the Developer 90 days to present to the Agency a plan for
participation by the property owners. A complete status report
on this project will be on the Agenda for May 2, 1988.
Status report on Dave's Deli.
Assistant City Manager, Ken Pulskamp updated the Agency
stating that part of Dave's Deli had been destroyed by a fire on
March 31, since that time the building has been boarded up by the
owners. The building was posted on April 1, by the Building
Department and the owner has 90 days to complete repair work or
demolish the building. The owner has to obtain a building or
demolition permit within 60 days. To date, the owner has not
applied for a building permit to begin repair work.
Downtown Improvement District (DID)
Budget for Fiscal Year 1988-89.
Economic Development Director, Dave Kennon, submitted
the Downtown Improvement District Budget for FY 1988-89 to the
Agency for review and answered questions.
Reinstatement of Facade
Improvement Program.
Assistant City Manager, Ken Pulskamp, stated that the
Facade Improvement Program was established by the Agency in 1985.
The program assisted in renovating store fronts within the
Redevelopment Area. Through this program the Agency awarded
grants and these grants did not have to be paid back. This
program was discontinued when the money for the program was
considered for use for the 19th Street Specific Plan. The 19th
Street Specific Plan did not progress, and therefore, Staff
recommends that the Facade Improvement Program be reinstated with
the same guidelines and the same amount of City money, $75,000.
Upon a motion by Agency Member Killmer, the reinstate-
ment of the Facade Improvement Program was approved.
Staff presentation regarding funding
of Central District Development Agency.
Assistant City Manager, Ken Pulskamp, gave a presenta-
tion of the finances of the Agency, and reviewed the updated
Year-to-Year Cash Analysis.
Staff asked the Agency to advise them on what they want
to accomplish over the next few years, to direct staff to calcu-
late the costs, and to direct staff to work with the financial
experts to develop a plan of action.

Agency Member Killmer suggested to the Agency that they
consider, in the near future, projecting what they feel are the
projects that they should be looking into in the next two to five
years, identify what the intent and purposes are, costs, and find
a method of funding.

Closed Session pursuant to Government
Code Section 54956.9(a) regarding
Terry L. Moreland vs. City of Bakersfield.
Chairperson Watson, adjourned the meeting to Closed
Session at 6:20 p.m.
ADJOURNMENT
There being no further business to come before the
Agency, Upon a motion by Agency Member Araujo the meeting was
adjourned at 7:07 p.m.
