Bakersfield, California, July 18, 1988
Minutes of the Regular Meeting of the Central District
Development Agency of the City of Bakersfield, California, held
in the Council Chambers of City Hall, 1501 Truxtun Avenue, at
3:00 p.m., July 18, 1988.
The meeting was called to order by Chairperson Watson.
City Clerk Williams called the roll as follows:
Present: Agency Members Killmer, Kronenberg, Rubin,
Araujo,
Absent: Agency Members Paynter, Dunn

MINUTES
Upon a motion by Agency Member Killmer, Minutes of the
Regular Meeting of July 5, 1988, were approved.
BILLS AND CORRESPONDENCE
Agency Member Rubin asked Assistant City Attorney Daniel
to prepare a report on various options available in dealing with
minimizing attorney bills in the future.
Upon a motion by Agency Member Araujo, Warrant Nos. 472
to 493 inclusive, in the amount of $260,224.88 were approved by
the following vote:

Communication from Cathy Butler,
Executive Vice President, Downtown
Business Association, 1401 - 19th
Street, %101, dated June 27, 1988,
recommending the appointment of
Mr. Greg Iger to the Arts Cultural
Center Committee.
Upon a motion by Agency Member Kronenberg, communication
from Cathy Butler was received and placed on file.
REPORTS
Agency Member Killmer, Chairperson of the Development
Committee, read Report No. 88-18 regarding the criteria for
consideration of redevelopment projects.
The Development Committee met on July 6 to
review comments made by the Agency relative
to criteria for consideration of redevelopment
projects which may negatively impact upon
similar Agency-sponsored projects.

Because the Central District Development
Agency has limited resources, it is in the
Agency's best interests that each project
in which we participate has the highest
chance of succeeding. These criteria were
developed to manage the Agency's development
funds wisely, as well as to provide assurance
to all developers about the Agency's commitment
to each project in which it is involved.
After careful review of Agency member concerns
and the overall goals and objectives this
Agency had adopted, it is recommended that the
attached criteria be adopted as presented.
Upon a motion by Agency Killmer, Development Committee
Report No. 88-18 was accepted and the recommendations were
implemented.
NEW BUSINESS
Reappointment of Peat Marwick Main
& Company to audit the Financial
Records of Central District
Development Agency for the 1987-88
fiscal year.
Upon a motion by Agency Member Rubin, reappointment of
Peat Marwick Main & Company to audit the Financial Records of the
Central District Development Agency for the 1987-88 fiscal year
was approved by the following vote:

Approval of Plans and Specifications
for Asbestos Abatement in Existing
Ticket Sales Room/New VIP Area -
Civic Auditorium.
Upon a motion by Agency Member Araujo, Plans and
Specifications for Asbestos Abatement in the Civic Auditorium -
Existing Ticket Sales Room/New VIP Area were approved.
AGENCY STATEMENTS
Chairperson Watson asked staff to comment on intersec-
tion design for 19th and Chester.
City Manager Hawley stated that the Public Works
Department has prepared a preliminary intersection design for
19th and Chester. He suggested that the design be referred to
the Design Review Committee.
Upon a motion by Agency Member Killmer, the intersection
design for 19th and Chester was referred to the Design Review
Committee.

CLOSED SESSION
Closed Session pursuant to Government
Code Section 54956.9(a) regarding
Cit~ of Bakersfield vs. Mead and Planet.
Chairperson Watson adjourned the meeting to Closed
Session at 3:15 p.m. The meeting reconvened at 3:25 p.m.
ADJOURNMENT
There being no further business to come before the
Agency, the meeting was adjourned at 3:26 p.m.
