Minutes of the Regular Meeting of the Central District
Development Agency ot the City ot Bakerstield, Calitornla, held
in t~e Council Chambers ot City Hall, 1501 Truxtun Avenue, at
3:00 p.m., August 1, 1988.
The meeting was called to order by ChaIrperson Watson.
Deputy C~ty Clerk Zaragoza called t~e roll as ~ollows:
Present: Agency Members Kronenberg, Paynter, Watson, Araujo,
Dunn (seated at 3:03 p.m.)
Absent: Agency Members Rubin, Killmer
MINUTES
Upon a motion by Agency Member Kronenberg, Minutes
the Regular Meeting ot July 18, 1988, were approved.
PUBLIC STATEMENTS
Hulda Magnus, C~a~rperson ot Friends ot Downtown, 2001
Baker Street, spoke regarding Downtown and asked the Agency to
support the Community First Plaza.
James Hudgins, 3001 "F" Street, Westchester Village,
expressed their concern ot burned buildings in the Downtown area.
BILLS AND CORRESPONDENCE
Upon a motion by Agency Member Paynter, Warrant Nos. 494
to 496 inclusIve, in the amount ot $4,728.32, were approved by

Upon a motion by Agency Member Dunn, communication ~rom
Doug Z~mmerman, Kern, Inyo and Mono Counties o~ Calitornia
Building and Construction Trades Council, 200 West Jeffrey
Street, dated July 12, 1988, endorsing t~e Agency's adoption ot
a resolution establishing a Prevailing Wage Requirement was
received and placed on tile.
Upon a motion by Agency Member Dunn, communication ~rom
Bruce Keith, Bakerst~eld Business Association, 1401-19th Street,
~101, dated July 21, 1988, commending the Development Committee
for their et~orts relative to developing important criteria and
guidelines tor proposed redevelopment projects was received and
placed on ~lle.

REPORTS
Agency Member Kronenberg, Chairperson ot the Relocation
and Public Relations Committee, read Report No. 88-8 regarding a
request by Northern California and Northern Nevada Pipe Trades
Council to establish a prevailing wage requirement as follows:
As a matter o~ policy, all correspondence and
public statements are re£erred to the Relocation
and Public Relations Committee. At the Agency's
July 5, 1988, meeting a letter ~rom Mr. Billie D.
Smith ot the Northern California and Northern
Nevada Pipe and Trades Council was re~erred to
this committee.
On July 8, 1988, this committee received
Mr. Smith's letter requesting this Agency
establish a prevailing wage requirement.
Because ot the nature and scope ot Mr. Smith's
letter, this committee recommends the Agency
re,er th~s matter to the Development Committee
tor its review and report its recommendation
back to the Agency.
Upon a motion by Agency Member Kronenberg, Relocation
and Public Relations Committee Report No. 88-8 was accepted and
the recommendations were implemented.

AGENCY STATEMENTS
Upon the request ot Agency Member Dunn, Stat£ was
d~rected to contact the Downtown Bus~ness Association to attend
the next meeting and update the Agency on how they are promoting
the Facade Improvement Program in Downtown.
Agency Member Araujo stated she reels start should
notlty any interested property owners about the Facade
Improvement Program ~unds that are available.
ADJOURNMENT
There being no turtber business to come Detore the
Agency, upon a motion by Agency Member Kronenberg, the meeting
was ad]ourned at 3:28 p.m.
