HomeMy WebLinkAbout10/03/88 MINUTES RABakersfield, California, October 3, 1988 Minutes of the Regular Meeting of the Central District Development Agency of the City of Bakersfield, California, held in the Council Chambers of City Hall, 1501 Truxtun Avenue, at 3:00 p.m., October 3, 1988. The meeting was called to order by Chairperson Watson. City Clerk Williams called the roll as follows: Present: Agency Members Rubin, Watson, Dunn, Kronenberg, Paynter Abseat: Agency Members Araujo, Killmer MINUTES Upon a motion by Agency Member Kronenberg, Minutes of the Regular Meeting of September 19, 1988, were approved with a correction. BILLS AND CORRESPONDENCE Chairperson Watson suggested a cutoff date of the 25th for billings from contractors. Upon a motion by Agency Member Kronenberg, Warrant Nos. 047 to 062 inclusive, in the amount of $777,854.33, with the addition of Warrant No. 080, Mosesian Development in the amount of $93,608, and the exception of Warrant No. 049, were approved by the following vote: Ayes: Agency Members Dunn, Kronenberg, Noes: None Abstain: None Absent: Agency Members Araujo, Killmer Paynter, Rubin, Watson REPORTS Agency Member Paynter, Chairperson of the Design Review Committee, read Report No. 88-53 regarding an application submit- ted by Holiday House for signage at a building located at 1416 - 17th Street as follows: The Design Review Committee, on September 22, 1988, again reviewed the application by Holiday House for signage approval at a building located at 1416 17th Street. The Committee approved the application as presented with additional colored photo indicating size, design, and color. The Committee recommends that the Agency approve the signage requested by Holiday House. Upon a motion by Agency Member Paynter, Design Review Committee Report No. 88-53 was accepted and recommendations implemented. Bakersfield, California, October 3, 1988 - Page 2 Agency Member Paynter, Chairperson of the Design Review Committee, read Report No. 88-54 regarding an application submit- ted by 3M National Advertising CO. to improve/upgrade an existing outdoor advertising display structure at 23rd and "M" Street as follows: On September 22, 1988, the Design Review Committee reviewed the application by 3M National Advertising Company to improve/ upgrade an existing Outdoor Display structure located at 23rd and "M" Streets. Specifically, the Committee approved the addition of illumination which will be indirect in nature and in compliance with City Building Code requirements. The Committee recommends that the Agency approve the application. Upon a motion by Agency Member Paynter, Design Review Committee Report No. 88-54 was accepted and recommendations implemented. NEW BUSINESS Public Parking in Downtown. Upon a motion by Agency Member Kronenberg, public park- ing in downtown was referred to the Development Committee. Contract No. RA88-20 with Baker Pacific Corporation for asbestos removal at Civic Auditorium. (Lobby and Portico Ceilings) Upon a motion by Agency Member Kronenberg, the low bid from Baker Pacific Corporation in the amount of $53,775.00 was accepted, all other bids rejected and the Executive Director authorized to execute the contract. AGENCY STATEMENTS Assistant Finance Director Rojas briefed the Agency on Warrant No. 049, payment to Colombo Construction. Upon a motion by Agency Member Kronenberg, Warrant No. 049 was approved for payment by the following vote: Ayes: Agency Members Noes: None Abstain: None Absent: Agency Members Dunn, Kronenberg, Araujo, Killmer Paynter, Rubin, Watson Agency Member Kronenberg asked staff to provide him with a copy of the Resolution authorizing the Finance Director to make payment and then to submit warrants to Agency for approval. Bakersfield, California, October 3, 1988 - Page 3 Agency Member Kronenberg directed staff to place the issue of Proposition 87, which deals with redevelopment funding, on the Agenda of October 17, 1988. Acting Economic Development Director Shillcock stated that the building permit for the reconstruction of the Tegler Hotel has been issued. Acting Assistant City Manager Needham stated that a building permit has been issued to rebuild Gold's Gym on "F" Street, and also for Dave's Deli.
