HomeMy WebLinkAbout10/17/88 MINUTES RA206 Bakersfield, California, October 17, 1988 Minutes of the Regular Meeting of the Central District Development Agency of the City of Bakersfield, California, held in the Council Chambers of City Hall, 1501 Truxtun Avenue, at 4:00 p.m., October 17, 1988. The meeting was called to order by Chairperson Watson. City Clerk Williams called the roll as follows: Present: Agency Members Watson, Araujo, Dunn, Kronenberg, Paynter, Rubin, Killmer (seated at 4:35 p.m.) Absent: None MINUTES Upon a motion by Agency Member Kronenberg, Minutes of the Regular Meeting of October 3, 1988, were approved as amended to read as follows: Upon a motion by Agency Member Kronenberg, Warrant Nos. 047 to 062 inclusive, in the amount of $777,854.33, with the addition of Warrant No. 080, Mosesian Development in the amount of $93,608, and the exception of Warrant No. 049, were approved by the following vote: BILLS AND CORRESPONDENCE Upon a motion by Agency Member Araujo, to 079 and 081 to 087 inclusive, in the amount approved by the following vote: Warrant Nos. 063 of $13,797.65 were Ayes: Agency Members Araujo, Watson Noes: None Abstain: None Absent: Agency Member Killmer Dunn, Kronenberg, Paynter, Rubin, Upon a motion by Agency Member Rubin, correspondence received from the Downtown Business Association, 1401-19th Street, 9101, dated October 17, 1988, expressing their support for the 19th and Chester Street Improvement Project was received and placed on file. REPORTS Agency Member Rubin read Development Committee Report No. 88-21 regarding a solution to a specific parking problem in the redevelopment area as follows: Bakersfield, California, October 17, 1988 - Page 2 207 On October 6, 1988 the Development Committee met to discuss parking problems in the Redevelopment Project Area. This issue was referred to the Committee at the Agency meeting of October 3, 1988. The problem addressed is the loss of off-street parking due to the change of ownership and eminent closure of the City parking lot at 22nd and Eye Streets. This loss of off-street parking has affected Santa Barbara Business College which requires approximately 100 spaces for students and faculty. The school has agreed to lease fifty spaces in the parking garage at 18th and Eye Streets to alleviate some of the problem. To accommodate the remaining students/faculty, the Development Committee recommends that all-day parking be provided in the areas shaded on the attached map. This will provide an additional 50 spaces for students/faculty use. The Committee further has determined that this is to be a short term solution only, and the overall problem of parking in the downtown area will be assessed and long term solutions generated as part of the update of the Circulation and Parking, and Public Transit Section of Redevelopment Element of the General Plan. Upon a motion by Agency Member Rubin, Development Committee Report No. 88-21 was accepted and recommendations implemented. Agency Member Paynter, Chairperson of the Design Review Committee, read Report No. 88-55 regarding an application by Dean Gay Associates for landscaped parking lot and Encroachment Permit at 22nd and Eye Streets as follows: The Design Review Committee on October 6, 1988 reviewed the application by Dean Gay Associates for a landscaped surface parking lot and Encroach- ment Permit at 22nd and Eye Streets. The Committee approved the application, including the Encroachment Permit, as submitted provided that all trees be a minimum of the fifteen gallon size and that the trees and landscaping will be in accordance with the Bakersfield Municipal Code Cha~ter 12.40. The Committee recommends that the Agency approve this application. Upon a motion by Agency Member Paynter, Design Review Committee Report No. 88-55 was accepted and recommendations implemented. 2O8 Bakersfield, California, October 17, 1988 - Page 3 Agency Member Paynter, Chairperson of the Design Review Committee, read Report No. 88-56 regarding an application submit- ted by Rhea Stewart for an Encroachment Permit for three trees in the sidewalk at 908 21st Street. On October 6, 1988 the Design Review Committee reviewed an application by Rhea Stewart for an Encroachment Permit for three trees in the sidewalk at 908 21st Street. The Committee approved the application as submitted which will consist of three trees (Chinese Tallow) to be placed adjacent to the curb and gutter in front of 908 21st Street (along the north side of 21st Street, just west of "P" Street). The trees and landscaping will be in accordance with Bakersfield Municipal Code Chapter 12.40. The Committee recommends that the Agency approve this application. Upon a motion by Agency Member Paynter, Design Review Committee Report No. 88-56 was accepted and recommendations implemented. NEW BUSINESS Discussion of Proposition 87, a State Constitutional Amendment regarding Property Tax Revenues to Redevelopment Agencies. Agency Member Kronenberg stated that the issue of Proposition 87 will be on the November ballot. Proposition 87 deals with redevelopment matters and essentially corrects a piece of California State law in which Redevelopment Agencies around the State benefit from additional tax levies that go to retire bonds for other measures that do not relate to redevelopment agencies. Proposition 87 corrects the law so that Agencies don't share in additional special bonded indebtedness. It would have an impact on retiring those bonds much quicker. Upon a motion by Agency Member Kronenberg, the Agency adopted a position of supporting Proposition 87 and communicating that fact to the voters in Kern County, by the following vote: Ayes: Agency Members Araujo, Dunn, Kronenberg, Paynter, Rubin, Watson None None Agency Member Killmer Noes: Abstain: Absent: Bakersfield, California, October 17, 1988 - Page 4 209 Agency Member Rubin recommended that the Agency review various issues that may be coming before the legislature from time to time. He also stated that the Agency may refer to the Public Relations Committee the responsibility of some initial overview of pending legislation before the California Legislature. Agency Member Kronenberg stated that the Relocation and Public Relations Committee would be happy to review the Committee objectives and perhaps amend them to include a governmental rela- tions function on behalf of the Agency. Chairperson Watson asked staff to prepare a recommenda- tion of what would have to be modified in the procedures or poli- cies of the Committee. Recommended Process and Timetable for the Update of the Redevelopment Element of the General Plan. Chairperson Watson stated that there was a correction in the recommendations for the Public Relations Committee to handle Historic Preservation and the Housing Component. However, the correction had not been made under the Citizens Advisory Process and should be done. Upon a motion by Agency Member Paynter, the recommended Process and Timetable was adopted with corrections and the Citizens Advisory Process expanded to include an architect repre- sentation of the Golden Empire Chapter, American Institute of Architects (AIA). Approval of Contract Change Order #3, Contract No. RA88-4, with Colombo Construction Company, Inc., Civic Auditorium Expansion and Remodel for scaffolding and additional base coat of plaster where asbestos abatement has occurred in lobby and portico area. Upon a motion by Agency Member Paynter, Contract Change Order No. #3 was approved and the Executive Director authorized to execute by the following vote: Ayes: Agency Members Araujo, Dunn, Killmer, Kronenberg, Paynter, Rubin, Watson Noes: None Abstain: None Absent: None AGENCY STATEMENTS Acting Economic Development Director Shillcock announced that Mr. Jake Wager will be starting his employment with the City of Bakersfield in the capacity of Economic Development Director, on Monday, October 24, 1988.
