HomeMy WebLinkAbout11/07/88 MINUTES RA212 Bakersfield, California, November 7, 1988 Minutes of the Regular Meeting of the Central District Development Agency of the City of Bakersfield, California, held in the Council Chambers of City Hall, 1501 Truxtun Avenue, at 3:00 p.m., November 7, 1988. The meeting was called to order by Chairperson Watson. City Clerk Williams called the roll as follows: Present: Agency Members Araujo, Kronenberg, Paynter, Rubin, Watson, Dunn (seated at 3:08 p.m.) Absent: Agency Member Killmer MINUTES Upon a motion by Agency Member Kronenberg, Minutes of the Regular Meeting of October 17, 1988, and Special Meeting of October 17, 1988 were approved as amended. PUBLIC STATEMENTS Kathy Butler, Downtown Business Association, following letter into the record: Chairman Watson: Members of the downtown business community see an excellent opportunity to connect the need for a cultural center to the need for historical preservation and the need for downtown rehabilitation. We are aware that there has been great interest shown by various segments of our community in the potential for rehabilitation of our downtown historic landmark, the Fox Theater. We wish to express that downtown business people often mention such potential restoration in connection with the development of a cultural center in the core area downtown. We feel that very serious consideration of this option should be a part of the study involved in establishing a cultural center. Thank You, Kathy Butler Executive Vice President Downtown Business Association read the BILLS AND CORRESPONDENCE Upon a motion by Agency Member Paynter, Warrant Nos. 088 to 097 inclusive, in the amount of $52,394.88 were approved by the following vote: Ayes: Agency Members Araujo, Kronenberg, Paynter, Rubin, Watson None None Agency Members Dunn, Killmer Noes: Abstain: Absent: Bakersfield, California, November 7, 1988 Page 2 213 REPORTS Agency Member Kronenberg, Chairperson of the Relocation and Public Relations Committee, read Report No. 88-10 regarding a Citizens' Advisory Committee to explore a Downtown Arts Center as follows: On March 7, 1988, the Agency authorized this committee to pursue formation of a citizens committee to explore an Arts Center project. During the past several months, the Relocation and Public Relations Committee has had numerous discussions with various individuals and organizations to gather information about such an arts center and how best to involve the community in its development and ongoing operation. On October 20th of this year, all area arts organizations were invited to meet with our committee to determine the level of interest among themselves in an arts center. The response was most enthusiastic. Ail participants agreed that the need exists for such a facility and that it needs to be located downtown. ~ecause of the level of interest exhibited to date, this Committee recommends the Agency approve the formation of a Citizens' Advisory Committee on a Downtown Arts Center. In addition, we recommend the Agency direct the Relocation and Public Relations Committee to draft recommendations regarding the structure, goals and objectives, and representation on such a Citizens' Advisory Committee and submit them to the Agency for approval within one (1) month. Upon a motion by Agency Member Kronenberg, Relocation and Public Relations Committee Report No. 88-10 was accepted and the recommendations implemented. Upon a motion by Agency Member Kronenberg, Rubin was appointed to serve as the liaison between the Citizens' Advisory Committee. Agency Member the Agency and Agency Member Kronenberg, Chairperson of the Relocation and Public Relations Committee, read Report No. 88-11 regarding an appointment of a representative from the Arts Community to the Citizens' Advisory Committee for the Redevelopment Element as follows: The Agency, at its October 17, 1988 meeting, approved a Citizens' Advisory Committee to provide ongoing input into the update of the Redevelopment Element. This Citizens' Advisory Committee would consist of representatives from a number of organizations plus an at-large member. Bakersfield, California, November 7, 1988 Page 3 Due to the level of support by the arts community of a downtown arts center and its potential effects upon future redevelopment efforts, this Committee recommends that a representative from the arts community be appointed to this Citizens' Advisory Committee. Upon a motion by Agency Member Kronenberg, Relocation and Public Relations Committee Report No. 88-11 was accepted and the recommendations implemented. Agency Member Paynter, Chairperson of the Design Review Committee, read Report No. 88-57 regarding an application by H & H Canvas for Golden Empire Ambulance Company for awnings at a building located at 801 18th Street as follows: On October 20, 1988 The Design Review Committee reviewed the application by H & H Canvas on behalf of Golden Empire Ambulance Company for awnings at a building located at 801 18th Street. The application was approved as presented and will consist of three awnings facing 18th Street and one awning facing "Q" Street. The material to be used is "green canvas" NO. 664 with "white tassels" at the corners. Future signage for the building will be reviewed separately by the Committee. The Design Review Committee recommends that the Agency approve this application. Upon a motion by Agency Member Paynter, Committee Report No. 88-57 was accepted and the implemented. Design Review recommendations AGENCY STATEMENTS Agency Member Dunn asked what the status was on the Resolution that the CDDA approved allowing the Agency or repre- sentatives from the Agency to meet on an ongoing basis with the City Council. City Manager Hawley stated that he discussed this with several Councilmembers. The Councilmembers had not decided if they would meet as a whole or refer this to a Council committee. Staff was directed to follow-up on this matter and report back to the Agency at the next meeting. Agency Member Kronenberg welcomed Economic Development Director Wager on behalf of the Agency. Agency Member Kronenberg stated that once the election is over and the Agency moves forward, he hopes that the Agency can be judged on its own record. Bakersfield, California, November 7, 1988 - Page 4 215 Agency Member Paynter asked staff for the status of the Disposition Development Agreement (DDA) negotiations with Mr. Greg Bynum. Economic Development Director Wager updated the Agency on this issue. Agency Member Paynter urged staff to meet with Mr. Bynum so things keep moving forward as rapidly and as conveniently as possible. Agency Member Araujo questioned the fact that it has been over 30-days since the fire at Walker's store. She said there still seems to be quite-a-bit of debris. She stated that a follow-up should take place. Fire Chief Needham stated that a demolition permit has been issued for that building and demolition should begin soon. Chairperson Watson suggested that additional information be added to the quarterly report on projected revenues and expen- ditures. Agency Member Araujo feels staff and the Committee work- ing on the 19th and Chester Avenue Project should work together to get the tree planting program started. Agency Member Paynter stated that an open meeting was scheduled for November 17, 1988, with staff for recommendations, pictures, etc. for the tree planting project.
