Minutes of the Regular Meeting of the Redevelopment
Agency of the City of Bakersfield, California, held in the Council
Chambers of City Hall at 5:10 p.m., January 21, 1987.
The meeting was called to order by Acting Chairman
Childs.
The City Clerk called the roll as follows:

Acting Chairman Childs led the Pledge of Allegiance,
followed by the Invocation by Agency Member Moore.
MINUTES
Upon a motion by Agency Member Moore, the minutes of the
Regular Meeting of January 7, 1987, were approved.
HEARINGS
This is the time set for a public hearing
pursuant to Section 33679 of the Califor-
nia Health and Safety Code, as amended,
for consideration of whether the Redevelop-
ment Agency of the City of Bakersfield
should commit tax increment originating
from Bakersfield Downtown Redevelopment
Project Area to the payment of a portion
of the cost of financing improvements to
the Civic Auditorium which will benefit
the Bakersfield Downtown Redevelopment
Project Area.
Economic Development Director Kennon presented an over-
view of the improvements to the Civic Auditorium that are proposed
to be funded through the issuance of the Certificates of Partici-
pation.
Warren Miller, a partner with the investment banking
firm of Stone and Youngberg in San Francisco, spoke on the finan-
cial aspect of the Civic Auditorium improvement project.
Acting Chairman Childs declared the hearing open for
public participation.
No protests or objections being received and no one
wishing to speak in favor, Acting Chairman Childs closed the pub-
lic portion of the hearing for Agency deliberation and action.
Upon a motion by Agency Member Dickerson, Resolution No.
RA1-87 of the Redevelopment Agency of the City of Bakersfield,
consenting to the preparation, sale, and delivery of not to exceed
$5,250,000 principal amount of certificates of participation
(Civic Auditorium improvements), and approving certain documents
and authorizing certain actions in connection therewith, was
approved by the following vote:

CONSENT CALENDAR

NEW BUSINESS
Adoption of Resolution No. 2-87 of the
Redevelopment Agency of the City of
Bakersfield fixing the dates of meetings
of the Redevelopment Agency during the
months of January through July, 1987.
Upon a motion by Agency Member Moore, Resolution No. 2-87
of the Redevelopment Agency of the City of Bakersfield was adopted
by the following vote:

Approval of the Design Review Board's
recommendation on the City Center Project.
Principal Planner Shillcock gave a brief presentation on
the City Center Project as approved by the Design Review Board.
Upon a motion by Agency Member Christensen, the Design
Review Board's recommendation on the City Center Project was
approved by the following vote:
