Minutes of the Special Luncheon Meeting of the Central
District Development Agency of ~he City of Bakersfield, Califor-
nia, held in the South Annex Building Basement Conference Room of
City Hall at 12:06 p.m., May 8, 1987.
The meeting was called to order by Chairman Robert D.
Watson.
The City Clerk called the roll as follows:
Present:
Agency Members Dunn, Killmer, Patrick, Rice, Rubin,
Watson
Absent: Agency Member Paynter
Mayor Payne introduced several staff members and him-
self, and spoke briefly about the meeting and his hopes for the
new Central District Development Agency.
Chairman Watson welcomed everyone to the meeting.
NEW BUSINESS
Introduction of Staff and Agency Members.
Following introduction of the Agency Members, Executive
Director Caravalho introduced staff members present as follows:
Deputy City Manager Strenn, City Clerk Williams, Principal Plan-
ners Hartenberger and Shillcock, Assistant Planning Director
Hardisty and Economic Development Director Kennon.
Upon a request by Chairman Watson, City Attorney Ober-
holzer advised the Agency regarding legal liability.
Agency Members requested a list of staff phone numbers
and a list of Central District Development Agency members with
length of terms.
Resolution of the Central District De-
velopment Agency of the City of Bakers-
field fixing the dates of meetings of
the Centrai District Development Agency
during the months of June through August
1987.
By consensus, meetings of the Central District Develop-
ment Agency were set for the first and third Monday of each month
at 3:00 p.m., in the South Annex Building Basement Conference
Room with the next meeting to be held May 18, 1987, at which time
Staff will provide a Resolution for adoption.

Deputy City Manager Strenn suggested scheduling a work-
for the purpose of presenting an overview of Redevelopment
General Organization and Policy Issues to
be discussed for possible consideration
at the next scheduled meeting of the Cen-
tral District Development Agency.
The following items were suggested for the agenda of the
Agency meeting of May 18, 1987:
1. Presentation of the Brown Act by City Attorney
Oberholzer.
2. Selection of Vice Chairman.
3. Adoption of Resolution setting dates and location of
Central District Development Agency meetings.

4. Approval of demolition for Hotel Project.
5. Project Overview and Acquisition of Right of Way of
Santa Fe Railroad.
6. Modification and approval of Agency Bylaws
Staff Presentation and Distribution of
Informational Materials for Redevelopment.
Economic Development Director Kennon provided Agency
Members with background materials regarding the Redevelopment
Agency and gave a brief review of the Redevelopment Plan, State
laws concerning Redevelopment and the Redevelopment Element for
the General Plan.
Economic Development Director Kennon presented a brief
overview of the following Redevelopment projects presently under-
way:
Beale Memorial Library
Clarion Hotel
Transportation Facility
County Administration Building
Proposed City Center Project
