Minutes of the Special Meeting of the Central District
Development Agency of the City of Bakersfield, California, held in
the South Annex Building Basement Conference Room of City Hall at
3:00 p.m., May 18, 1987.
The meeting was called to order by Chairman Robert D.
Watson.
The City Clerk called the roll as follows:
Present:
Agency Members Dunn, Killmer, Patrick, Paynter, Rice,
Watson
Absent: Agency Member Rubin
NEW BUSINESS
Adoption of Bylaws for the Central
District Development Agency.
Deputy City Manager Strenn gave a brief explanation of
the Central District Development Agency Bylaws.
Chairman Watson suggested that the Central District
Development Agency Bylaws be adopted, omitting the naming of com-
mittees.
Upon a motion by Agency Member Rice, seconded by Agency
Member Paynter, the Central District Development Agency Bylaws
were adopted as amended, omitting the naming of committees.
Selection of Vice-Chairman.
Upon Chairman Watson's suggestion, it was agreed by con-
sensus to defer selection of a Vice-Chairman until a later meeting
when Agency Members have become better acquainted.
Adoption of Resolution No. RA6-87 of the
Central District Development Agency of
the City of Bakersfield fixing the dates
of meetings of the Central District
Development Agency during the months of
June through August 1987.
Agency Member Killmer made a motion, seconded by Agency
Member Patrick, to adopt Resolution No. RA6-87 of the Central Dis-
trict Development Agency of the City of Bakersfield.
Agency Member Killmer amended his motion to adopt Reso-
lution No. RA6-87 of the Central District Development Agency of
the City of Bakersfield to include addition of a Special Meeting
for the purpose of a Workshop following the Regular Meeting of
June 1, 1987, to be held in the South Annex Building Basement
Conference Room. This motion was approved by the following vote:

Selection of recommended Relocation and
Development Committees.
Deputy Manager Strenn gave an overview of the Relocation
Committee, Development Committee and Design Review Committee, rec-
ommending that the Relocation Committee be abolished due to the
fact that the entire Central District Development Agency makes up
the Relocation Committee.

Project Overview: The proposed Clarion
Convention Center Hotel Project.
Principal Planner Hartenberger gave a presentation of
the history and current progress of the Clarion Convention Center
Hotel Project.
Chairman Watson suggested that a flow chart of the
Clarion Convention Center Hotel Project be provided to members
the Agency.

Purchase and removal of Santa Fe spur
lines between "P" Street and "S" Street
in conjunction with the Clarion Hotel
Project.
Upon a motion by Agency Member Rice, seconded by Agency
Member Killmer, a proposal by Santa Fe Railroad for the City of
Bakersfield to purchase Tract Nos. 43 and 51 and a portion of
Tract No. 41 located west of the east side of "S" Street, for
$106.00, was accepted.
CLOSED SESSION
City Attorney Oberholzer announced the Closed Session
pursuant to Government Code Section 54956.8 to consider the pur-
chase of real property located at 801 16th Street, with the
owners of the property, or those having interest in the property,
being Texaco, Star Petroleum and Jack Rogers.
The meeting was recessed to Closed Session at 4:00 p.m.
ADJOURNMENT
There being no further business to come before the
Agency, upon a motion by Agency Member Rice, seconded by Agency
Member Paynter, the meeting was adjourned at 4:30 p.m.
