Minutes of the Regular Meeting of the Central District
Development Agency of the City of Bakersfield, California, held in
the Council Chambers of City Hall at 3:00 p.m., August 3, 1987.
The meeting was called to order by Chairman Watson.
The Deputy City Clerk called the roll as follows:
Present: Agency Members Dunn, Paynter, Rice, Rubin, Watson
Absent: Agency Members Killmer, Patrick
MINUTES
Upon a motion by Agency Member Rubin, Minutes of the
Regular Meeting of July 20, 1987, were approved.
PUBLIC STATEMENTS
Fred McKenna, President of the Downtown Business Asso-
ciation, 1401 19th Street, gave an update of activities of the
Downtown Business Association concerning the 19th Street Specific
Plan.
President McKenna announced a meeting of the 19th Street
Specific Plan Committee on August 5, 1987, and a meeting between
the City of Bakersfield staff, the Downtown Bus~ness Association
Board and the 19th Street SpecIfic Plan Committee, August 12,
1987, to review the uses of tax increment funds generated by the
downtown property owners.
BILLS AND CORRESPONDENCE
Upon a motion by Agency Member Rice, Warrant Nos. 10 to
19 inclusive, in the amount of $10,833.31 were approved as cor-
rected by the following vote:

Upon a motion by Agency Member Rubin, communication from
Architect Wilson Call, 2200 "F" Street, dated July 23, 1987, re-
garding funding for downtown development, was received and placed
on file.
NEW BUSINESS
Notice of Completion and Acceptance of
Work for Asbestos Removal at the Civic
Auditorium, Contract No. RA9-87 between
the Bakersfield Redevelopment Agency
and APC Contractors, Inc.
Upon a motion by Agency Member Rice, the City Clerk was
authorized to record the Notice of Completion and the Finance
Director was authorized to release appropriate securities.
Notice of Completion and Acceptance of
Work for Demolition work on the Clarion
Hotel Project Site, Phase I, and Audi-
torium addition, Contract No. RA87-10,
between the Central District Development
Agency and Valley Tree and Construction.
Upon a motion by Agency Member Paynter, the City Clerk
was authorized to record the Notice of Completion and the Finance
Director was authorized to release appropriate securities.

Submission of Preliminary Construction
Drawings, Landscaping and Grading Plan
City Center Project.
Upon a motion by Agency Member Paynter, submission of
preliminary construction drawings, landscaping and grading plans
for the City Center Project were accepted.
Agency Member RuDin stated for the record that he ab-
stained from voting due to a possible conflict of interest.
Status Report on City Center Project
Tentative Schedule.
Economic Development Director Kennon presented an over-
view of the City Center Project Status Report.
Attorney Richard Monje was available to answer questions
regarding t~e Status Report on the City Center Project.
Upon a motion Dy Agency Member Dunn, the Status Report
on the City Center Project was accepted.
Status Report on 19th Street Specific
Plan.
Economic Development Director Kennon presented an over-
view of the 19th Street Specific Plan Status Report.
Agency Member Rubin inquired regarding the possibility
of entering into an agreement wit~ the merchants whereby a portion
of their commitment of involvement would be based upon future in-
cremental Increases in their actual cash flow and suggested this
idea be explored by staff.
Upon a motion by Agency Member Rubin, the Status Report
on t~e 19th Street Specific Plan was accepted.

Clarion Hotel Project - Revised
Schedule.
Economic Development Director Kennon presented an over-
view of the Convention Center/Clarion Hotel Project.
Upon a motion by Agency Member Rice, the Status Report
on the Convention Center/Clarion Hotel Project was accepted.
Election of Vice-Chairperson for Central
District Development Agency.
Chairman Watson announced the resi'gnation of Agency
Member Patrick from the Central District Development Agency.
Upon a motion by Agency Member Rice, Agency Member Dunn
was appointed as Vice-Chairperson of the Central District Develop-
ment Agency.

Upon a motion by Agency Member Dunn, the following Com-
mittees were established with a report to the Agency due at the
September 21, 1987, Central District Development Agency meeting:

Agency Member Rice requested staff send a response to a
letter from Cathy Butler, Vice-President of the Downtown Business
Association Board of Directors, 1401 19th Street, regarding the
time set for the regularly scheduled Central District Development
Agency meetings.
Upon a motion by Agency Member Rice, the Central District
Development Agency Bylaws, ArtIcle 3, Section 1, requiring that
the annual meeting be held on the first Monday of each January at
3:00 p.m., were amended to coincide wth the regular scheduled
meeting oI the CDDA by the follow~ng vote:
