The meeting was called to order by Chairman Watson. The City Clerk called the roll as follows: Present: Agency Members Araujo, Dunn, Killmer, Paynter, ed at 4:04 p.m.), Rubin, Watson Absent: None Rice (seat- PUBLIC STATEMENTS Attorney Deborah A. spoke regarding her concerns for buildings in Bakersfield. Vollmer, 1300 17th Street, Suite A, about earthquake safety regulations NEW BUSINESS Status Report on the City Center Office/ Commercial Project Assistant City Manager Pu]skamp gave an overview of the Status Report on the City Center Office/Commercial Project. Upon a motion by Agency Member Paynter, the Status Report on the City Center Office/Commercial Project was accepted. HEARINGS This is the time set for a public hearing before the Central District Development Agency to determine whether the public interest and necessity require taking of property at 1300 17th Street (Assessor's Parcel No. 6-172-03). Chairman Watson declared the hearing open for public participation. asked rated Attorney Deborah A. Upon a motion by Agency Member Rubin, Resolution No. RA12-87 of the Central District Development Agency of the City of Bakersfield declaring the public necessity for the taking of cer- tain property for Redevelopment purposes (Code of Civil Procedure Section 1245.230) was adopted by the following vote: Ayes: Agency Members Araujo, Watson Noes: None Absent: None Dunn, Killmer, Paynter, Rice, Rubin, Bakersfield, California, September 14, 1987 - Page 3 69 DEFERRED BUSINESS Status Report of Exclusive Right to Negotiate with Bergen and Guay. This item was deferred from the meeting of September 8, 1987. Assistant City Manager Pulskamp stated that an Agreement had been made between staff and the Bergen and Guay developers whereby the developers are to give the Agency a $25,000.00 deposit from which consultant fees will be paid. If a deal is never con- sumated, the developer would receive the balance of the $25,000.00 deposit back. If an agreement is not reached within 60 days, the Agency will retain the $25,000.00 deposit. Assistant City Manager Pulskamp stated that staff recom- mends that the developer and the Agency formalize this agreement in writing and present it to the Agency on September 21, 1987. Agency Member Rubin made a motion that staff be author- ized to enter into discussions with the Bergen and Guay developer with the intent of bringing back projected financial figures to the Agency for approval. Agency Member Rubin amended his motion, that staff be authorized to enter into discussions with the Bergen and Guay developer with the intent of bringing back projected financial figures to the Agency for approval, to include a referral of the matter to the Development Committee prior to Agency approval. This motion was approved. Report No. 87-1 from the Design Review Committee regarding Guardian Savings. This item was deferred from the meeting of September 8, 1987. Agency Member Paynter, Chairman of the Design Review Committee, read Design Review Committee Report No. 87-1 regarding Guardian Savings as follows: On August 20, 1987, the Design Review Committee met to review the proposed landscaping plans for Guard- ian Savings on Chester Avenue. The Committee unanimously recommended that the two additional 48" box camphor trees be approved as presented. Upon a motion by Agency Member Rice, the recommendations of Design Review Committee Report No. 87-1 were adopted. Report No. 87-2 from the Design Review Committee regarding the City Center Project. This item was deferred from the meeting of September 8, 1987. Agency Member Paynter, Chairman of the Design Review Committee, read Design Review Committee Report No. 87-2 regarding design review of the City Center Project as follows: On August 20, 1987, the Design Review Committee con- vened for the puspose of reviewing the Preliminary Construction Drawings and Landscaping Plan submit- ted by Mosesian Development Corp. for the City Cen- ter Project. This submission was in accordance with the Owner Participation Agreement (OPA) exe- ~uted.b~ ~e~ ~ Redevelopment Agency and osesla~ 7O Bakersfield, California, September 14, 1987 - Page 4 The submission included a site plan with landscap- ing shown, floor plans for the office tower and the parking structure and elevations of the two struc- tures. The Committee recommends approval of the plans dated August 14, 1987, with the following condi- tions incorporated: The "L" Street curb currently shown extending an additional three feet into the roadway for portion of the distance between 17th and 18th Streets, should be extended for the entire distance. a 2. The ground floor "glass wall" along "L" Street should be located at the property line. Landscaping plans should include street furni- ture in weather protected areas on the building's east side and in the pedestrian area north of the proposed structure. The sidewalk from the 17th Place alley north to 18th Street should be reduced to eight feet, the parking structure should be moved three feet to the east allowing for an eight foot sidewalk on the west of the structure, and the landscaped area on the east should be enlarged by two feet. An exterior lighting plan, pedestrian areas, must be ted. particularly for the prepared and submit- The deodar cedar trees in the northwest and southwest corners of the parking structure should be increased from 24" box to 48" box trees, and the honey locust in the pedestrian walkway west of the entrance door should be increased from 36" box to 48" box trees. 7. Signage for the project will be submitted for review when available. It is recommended that the CDDA accept this report and implement the recommendations contained within. Upon a motion by Agency Member Killmer, Design Review Committee Report No. 87-2 was accepted and recommendations imple- mented. AGENCY STATEMENTS City Manager Caravalho introduced Martina Hutchinson who will be working for ten months as Assista.nt to the City Manager under the National Urban Fellows program. Agency Member Rubin referred to a Bakersfield Californian article regarding the 19th Street Project and clarified that the Development Committee has not reviewed the project for recommenda- tion to the full Agency.
