Minutes of the Regular Meeting of the Central District
Development Agency of the City of Bakersfield, California, held
the Council Chambers of City Hall, 1501 Truxtun Avenue, at 3:00
p.m., October 19, 1987.

The meeting was called to order by Chairman Watson.
The Deputy City Clerk called the roll as follows:

MINUTES
Upon a motion by Agency Member Paynter, the minutes of
the Regular Meeting of October 5, 1987, were approved.
BILLS AND CORRESPONDENCE
Upon a motion by Agency Member Paynter, Warrant Nos. 97
to 117 inclusive, in the amount of $776,930.03, were approved by
the following vote:

Participation in Parking Structure for
City Center Project.
Assistant City Manager Pulskamp gave an overview of the
Parking Structure project.

Upon a motion by Agency Member Dunn, the option to con-

Upon a motion by Agency Member Killmer, the issue of a
water element as part of the 19th Street Specific Plan was refer-
red to the Development Committee.
Status Report on 19th Street Specific
Plan.
Assistant City Manager Pulskamp gave a brief update on
the 19th Street Specific Plan, stating that the issue of Gas Tax
monies for Fiscal Year 1988-89 being allocated for 19th Street
Corridor improvements would be on the Council agenda of September
21, 1987.
Agency Member Rubin suggested that staff make contact
with Gottschalks, inform them of the 19th Street Specific Plan
Project and inquire if they would be interested in extending that
project a block or two on Chester Avenue.
Agency Member Dunn recommended that the Agency meet with
Gottschalk's people for a dialogue regarding downtown and encour-
age and support their establishment in Bakersfield.
Agency Member Paynter suggested that the Agency request
Archiplan to submit a design proposal for the 19th Street Specific
Plan in the form of a Contract.

AGENCY STATI~MENTS
Agency Member Dunn requested the following items be
placed on the agenda for the November 2, 1987, meeting:
a. Korb's Trading Post
b. Proposed facility with possible liquor license
across from downtown Bakersfield College.
Upon an inquiry by Agency Member Rubin regarding viola-
tion of the sign ordinance, staff suggested questions be directed
to Building Director Cai Bidwell.
ADJOURNMENT
There being no further business to come before the
Agency, Chairman Watson adjourned the meeting at 3:28 p.m.
