Bakersfield, California, November 2, 1987
Minutes ot the Regular Meeting o~ the Central District
Development Agency o~ the City of Bakersfield, Calitornia, held in
the Council Chambers of City Hall, 1501 Truxtun Avenue, at 3:00
p.m., November 2, 1987.
The meeting was called to order by Vice-Chairperson Dunn.
The City Clerk called the roll as ~ollows:
Present: Agency Members Araujo, Dunn, Paynter, Rubin,
Absent: Agency Members Killmer, Watson
MINUTES
Upon a motion by Agency Member Araujo, the minutes of
the Regular Meeting o~ October 19, 1987, were approved.
BILLS AND CORRESPONDENCE
Upon a motion by Agency Member Paynter, Warrant Nos. 118
to 137 inclusive, in the amount ot $44,138.11, were approved by
the tollowing vote:

Upon a motion Dy Agency Member Rubln, correspondence
from Ba~erstleld American Legion Post 26 Commander Billy C. MarKs,
2020 "H" Street, dated October 15, 1987, regarding any interest by
the Agency in their "H" Street building, was received and referred
to the Development Committee.
REPORTS
Agency Member Paynter, Chairman ot the Design Review
Committee, read Design Review Committee Report No. 87-5 regarding
design review ot signage o~ the A & D Bicycle Shop property at
1124 19th Street as follows:
On October 15, 1987, the Design Review Committee
convened for the purpose o~ reviewing the applica-
tion by A & D Bicycle Shop tor signage.
The Committee recommends approval ot this applica-
tion dated October 5, 1987, w~lch permits a sign
36" x 20" (blue overhang and white letters) saying
A & D Bicycle Shop.
Upon a motion by Agency Member Rubin, Design Review Com-
mittee Report No. 87-5 was approved and recommendations implemented.
Agency Member Paynter, Chairman ot the Design Review
Committee, read Deslgn Review Committee Report No. 87-6 regarding
structural additions and changes in use for Ylng On Association
property at 2112 "L" Street as follows:
On October 15, 1987, the Design Review Committee
convened tor the purpose ot reviewing the applica-
tion for Site Plan and Architectural Review of Ying
On Association.
As per Section 17.53.050 ot the Municipal Code, the
proposal is subject to approval by the Central
District Development Agency. Specitically, the
proposal ~s tor an ottice/retail addition to an
existing building in a C-2 zone located at 2110 "L"
Street.

The Committee recommends approval ot this applica-
tion dated October 10, 1987, with the tollowing
condition: That the (3) trees shown on the plan be
mature trees (48" box) and that mature shrubbery be
used where possible. Also, all conditions shown on
Attachment "A" shall be met.
It is recommended that the CDDA accept th~s report
and approve the recommendations contained within.
Upon a motion by Agency Member Rubin, Design Review Com-
mittee Report No. 87-6 was approved and recommendations implemented.
Agency Member Paynter, Chairman ot the Design Review
Committee, read Design Revlew Committee Report No. 87-7 regarding
plaster color coat application to structure located at 1600 "F"
Street as follows:
On October 15, 1987, the Design Review Committee
convened tor the purpose ot reviewing the applica-
tion tor exterior color coat submitted by Torres
Plastering.
The proposal is to plaster over ex~sting wood sid-
ing with color-coated white to match the existing
stucco on the building.
The Committee recommends approval ot th~s applica-
tion dated October 10, 1987.
Upon a motion by Agency Member RuDin, Design Review Com-
mittee Report No. 87-7 was approved and recommendations implemented.
NEW BUSINESS
Estimate ot Cost for Engineering and De-
sign for 19th Street Specitic Plan.
Economic Development Director Kennon clar~t~ed that the
detined area Ks a t~ve block area between "H" and "M" Streets.
Upon a motion by Agency Member Paynter, start was
directed to tormally solicit proposals tor engineering and plan
design to implement the 19th Street Specific Plan, Phase I.
Approval o~ Plans and Specitications for
new construction and remodel work on C~vic
Auditorium.
Agency Member Araujo requested a copy ot 33433 Report, a
financial analysis o~ the partnership agreement with the City and
the Redevelopment Agency tor the C~vic Auditorium.
Economic Development D~rector reported brietly on the
plans and specitications for the Clvic Auditorium Project.
Upon a motion by Agency Member Paynter, solicitation o~
bids tor new construction and remodel work on the Civic Auditorium
was authorized.
Appointment ot Victoria Araujo to the
Design Review Committee and Relocation
and Public Relations Committee.
Upon a motion by Agency Member Paynter, Victoria Araujo
was appointed to the Design revlew Committee and the Relocation
and Public Relations Committee.

Agency Member Dunn requested the following items be
placed on the agenda for the November 16, 1987, meeting:
a. Korb's Trading Post, with City otticials present to
discuss the Ordinances involved;
b. Proposed taclllty with possible liquor license
across from downtown Ba~erskield College.
ADJOURNMENT
There belng no turther business to come before the
Agency, Vice-Chairperson Dunn adjourned the meeting at 3:30 p.m.
