WORKSHOP ON THE PLANNING AND IMPLEMENTATION OF REDEVELOPMENT
IN THE DOWNTOWN AREA
Economic Development Director Dave Kennon gave an overview of
the redevelopment process.
Agency Member Dickerson inquired about in lieu fee parking in
downtown. Asked for interpretation.
Economic Development Director Dave Kennon explained that this
is an alternative for businesses wishing to develop or become estab-
lished in the Downtown and who cannot meet the normal parking require-
ments.
Deputy City Manager Mary L. Strenn indicated that this is a
very difficult process and that unfortunately there are some busi-
nesses that can only operate with the "in-lieu" fee. Ms. Strenn
explained that there are no new businesses being brought in to the
"in-lieu" program. Instead, the City is having them look into the
surface lots or parking deck for parking problems.
At this point in time, the City is not promoting the
"in-lieu" fee.

Agency Member Mark Dickerson proposed a motion to direct
staff to either advertise the use of the parking structure or use
public service announcements with the media to try to gain further
utilization of the parking structure.

Economic Development Director Dave Kennon responded to the
question by saying that the City has participated with the Downtown
Business Association (DBA) in their advertising campaigns. The City
not directly selling or buying advertising for the parking structure.
That is the responsibility of the management company hired to do the
management of the parking structure. Mr. Kennon also indicated many
businesses in the Downtown use the parking structure in their own
advertising ads or by participating in our validation program.
Acting Chairman Childs asked staff to inform the management
company of the Agency's concern of the level use of parking.
Agency Member Dickerson asked staff to make some recommenda-
tion on how to approach the subject of utilization of the parking
structure.

1. Assembly Bill AB-265
A motion made by Agency Member Moore to adopt Resolution No.
3-85, "Resolution of the Bakersfield Redevelopment Agency Declaring
the Intent of the Agency to Implement Certain Projects, Programs and
Activities" was unanimously approved by the following roll call

2. Redevelopment Agency Newsletter
Deputy City Manager Mary Strenn gave a brief report regarding
what the newsletter would entail, if approved. She indicated that it
would allow people and businesses to keep up with what the Agency is
doing. This newsletter would involve redevelopment projects as well
as development or construction projects elsewhere.
A motion to approve the proposal submitted by Communications
Plus to produce the Redevelopment Agency Newsletter was made by '~

A motion to adjourn the meeting was approved unanimously at
6:04 p.m.
