BAKERSFIELD REDEVELOPMENT AGENCY
Regular Meeting ..... June 22, 1983
The Regular Meeting of the Bakersfield Redevelopment Agency
was called to order by Chairman Barton on June 22, 1983 at
5:04 p.m. in the City Council Chambers. The Secretary called the
roll as follows:

Chris Christensen
Thomas Payne

MEMBERS ABSENT:
John Means
Donald Ratty
AGENCY STATEMENTS
Mr. Christensen stated that he was for downtown redevelopment.
He commented that Mr. Ratty cannot carry out his duties as
councilman because he has a conflict of interest preventing him
from participating in the Redevelopment Agency's meetings, one of
the most crucial areas of the Council's responsibility. Be
indicated however, that Mr. Ratty participated in committee dis-
cussion about the Brower building and other redevelopment areas and
signed the committee report, and voted to transfer the Redevelop-
ment Agency to the Council. He stated that two weeks ago Mr. Ratty
voted not to pass the inducement resolution which would have
authorized city bonds to develop the Brower building because he
wanted the City's bonding capacity used for the Moreland project.
Mr. Christensen stated that he is not against downtown redevelopment
but is opposed to people being benefited by virtue of their office.
He stated that he was surprised to hear that Mr. Oberholzer said
that nothing Mr. Ratty had done was improper. Owing to a possible
conflict of interest, Mr. Christensen left the meeting.
There being no quorum, the meeting was adjourned at 5:07 p.m.
