HomeMy WebLinkAbout02/07/83 MINUTES RAMINUTES BAKERSFIELD REDEVELOPMENT AGENCY Special Workshop-February 7, 1983 The Special Workshop of the Bakersfield Redevelopment Agency was called to order by Chairman Barton on Monday, February 7, 1983 at 1:30 p.m. MEMBERS PRESENT: James J. Barton Chris Christensen Thomas Payne John Means Art Rockoff Vernon Strong Staff gave an oral report regarding the Overview section of the General Plan. Mr. Kennon discussed the contents of the Overview, the Community Development/Redevelopment Planning area, the admini- stration of the Redevelopment Plan, the use of Specific Plans, and implementing the Redevelopment Specific Plan Element. He then discussed facilitating redevelopment such as landbanking, property acquisition, precise plan development, project review, determining feasibility, and the need for environmental review. He explained the capital improvements program, improvement districts, the reuse of existing structures, mixed use concept as a downtown revitaliza- tion strategy and described the redevelopment planning sections which are: Urban Design, Land Use, Circulation, Parking and Public Transit, Commercial Revitalization, Housing, Historic Preservation and the Precise Plan section. Mr. Christensen asked for an explanation of the auto plaza area. Staff indicated that it was a proposed commercial area that may contain automobile dealers that might be relocated as a result of improvements on the proposed 178 Parkway. Mr. Christensen stated that parking in the area designated as a future civic convention center area was very important, that the City needs more parking now and that he felt there should be additional parking structures available, and that perhaps joint ventures with the County or private developers would be a good idea to study. Staff was asked to clarify certain other specific points in the Overview. Staff, indicated in the subsequent workshops, there would be considerable discussion into detail regarding Land Use, Urban Design, Circulation, Housing, Historic Preservatzon, and that specific questions could be asked at that time concerning these issues.
