BAKERSFIELD REDEVELOPMENT AGENCY
Special Meeting -. July. 2, 1981
A Special Meeting of the Bakersfield Redevelopment Agency was called
to order by Chairman Casper Thursday, July 2, 1981 at 12 noon in the City
Council Chamber. The secretary called the roll as follows:

Philip Kelmar, Executive Director
Richard Russell, Deputy Executive Director
David Kennon, Economic Development Coordinator
ITEM I: SPECIAL MEETING CALLED TO DISCUSS ENVIRONMENTAL
REVIEW OF DOWNTOWN SHOPPING CENTER.
Richard Russell stated it has come to their attention that since the
completion of Environmental Impact Report on the downtown project in October
1979, several changes have been made to the project. Because of these changes,
staff is requesting permission to seek proposals to update the EIR.
The range of cost would be $6,000 to $7,000, but that is an estimate at
this time. Staff will return with a precise amount at a later date. Agency
staff is requesting the authorization to go ahead with the distribution of
an RFP for a focused EIR and the review of proposals received.
In response to Mr. Lewis' question regarding the change, Mr. Kelmar
stated the developers of the shopping center have expressed an interest in
developing office buildings in connection with the shopping center. This,
along with changes that have occurred as a result of changes in financing
the project, required an update.
Dave Kennon commented that there was some urgency because of an
October due date in completing the Joint Development Agreement.
After discussion, Mr. Frank Lewis made a motionlto approve the staff's
activities to update the EIR and issue RFP with costs not to exceed $8,000.
Motion was seconded by Dr. Puder and passed unanimously by members
present.
