HomeMy WebLinkAbout06/30/80 MINUTES RA MINUTES BAKERSFIELD REDEVELOPMENT AGENCY Special Meeting June 30, 1980 A Special Meeting of the Bakersfield Redevelopment Agency was called to order by Chairman Casper Monday, June 30, 1980, at 4 p.m. in the C~ty Council Chamber. The secretary called the roll as follows: MEMBERS PRESENT: Vincent Casper, Chairman Jeanne Foth, Vice Chairman John S. Mooneyham Dr. Glenn D. Puder Gene Wirier ABSENT: Robert E. King Frank S. Lewis STAFF PRESENT: Dennis Needham, Deputy Executive Director Philip Kelmar, Treasurer Richard Oberholzer, Assistant City Attorney Melvin Tooker, Development Services Coordinator David Kennon, Principal Planner, Community Development Chairman Casper introduced and welcomed Mr. Gene Winer, New member of the Agency. ITEM 1: HOUSING BOND ISSUE RESOLUTION - Mr. Kennon defined the difference between the resolution proposed today from the one the Agency adopted at the June 24th meeting as a need for being more specific in the actions and amount of money defined within the resolution. This would basically keep the legal doors open for this type of funding. Passage of the Ullman Bill (HR-3712) would essentially eliminate residential revenue bonds in their present form. Mr. Kennon listed as benefits from mortgage revenue bond financing: 1) Low market interest rates for residential mortgages, 2) Enhance- ment of local tax bases, and 3) Revitalization of some existing neighborhoods within the center city. Following discussion, on motion by Ms. Foth, seconded by Dr. Puder, and carried, Resolution RA3-80, "RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF BAKERSFIELD, CALIFORNIA AUTHORIZING THE ISSUANCE OF $50,000,000 PRINCIPAL AMOUNT OF RESIDENTIAL MORTGAGE REVENUE BONDS," was adopted by the following roll call vote: AYES: NOES: ABSENT: Foth, Puder, Mooneyham, W~ner and Casper None King and Lewis On advice from Mr, Oberholzer, Dr. Puder moved, seconded by Mr. Mooneyham, and carried, that any bond consultant retained be retained on a contin- gency basis so that in the event the Agency does not proceed with issuance of the revenue bonds, the Agency will ~ncur no costs for bond consultants.
