HomeMy WebLinkAbout06/28/74 MINUTES RA-16- Bakersfield, California, June 28, 1974 Minutes of a special meeting of the Bakersfield Redevelop- ment Agency held in the Council Chambers of the City Hall at 4:00 P. M., June 28, 1974. The meeting was called to order at 4:30 P.M. by Chairman Robert E. King. The Secretary called the roll as £ollows: Present: Vincent Casper, Vice-Chairman Robert E. King, Chairman Bill Lee Ralph H. Poehner Dr. Glenn D. Puder James Stewart Theron Taber Absent: None Mr. Eugene Jacobs, Special Counsel to the Redevelopment Agency, reported on the tentative schedule for the issuance of bonds and the construction of the "K" Street Parking Garage. Mr. Jacobs reported on the bids received for the con- struction of the "K" Street Parking Garage, as follows: PROPOSAL I Architectural Design (Poured-In-Place Garage) Biggar Construction Company $1,044,000.00 (with alternates) Peter Kiewit Sons $1,325,000.00 (with alternates) PROPOSAL II Design and Construct (Modular Garage) Tumblin Company and Unicon $ 727,000.00 Parking Structures, Inc., a joint venture Mr. Jacobs outlined the cost of adding extra floors to the parking garage. During a lengthy discussion, Mr. Ray Italia, Vice-President of Unicon Parking Structures, Inc., presented the plans for the modular design and construct garage. Mr. Jacobs read a letter from Architects Associated dated June 25, 1974, regarding the differences between the modular design and construct garage proposal and the pour-in-place garage proposal. Bakersfield, California, June 28, 1974 - Page 2 -17- Mr. Jacobs stated that the actual cost of the Unicon Parking Garage, with all the adjustments, would be approximately $787,000.00. Letters from the Kern County Planning Commission dated June 12, 1974 and the Southern California Chapter of The American Institute of Architects dated June 20, 1974, were received regarding the Environmental Impact Report on the "K" Street Parking Garage. Mr. Jacobs referred to the letter from the Institute of Architects, which stated that they believe the proposed parking garage is inadequate for that area. The Agency members and Mr. Jacobs discussed the possibility of adding another floor to the parking garage and the additional cost involved. Mr. Jacobs stated that a study would be made regarding the addition of another floor to the parking garage, with a recom- mendation to be made at the next Redevelopment Agency meeting. Adoption of Resolution No. RA12-74 of the Bakersfield Redevelopment Agency making certain findings and determina- tions with respect to the acquisition of land in the Downtown Bakersfield Redevelopment Project and to the design and construction by the Bakersfield Redevelopment Agency of a Publicly- Owned Parking Garage. Upon a motion by Mr. Lee, seconded by Dr. Puder, Resolution No. RA12-74 of the Bakersfield Redevelopment Agency making certain findings and determinations with respect to the acquisition of land in the Downtown Bakersfield Redevelopment Project and to the design and construction by the Bakersfield Redevelopment Agency of a Publicly-Owned Parking Garage, was adopted. Adoption of Resolution No. RA13-74 o£ the Bakersfield Redevelopment Agency certifying, approving and adopting the Supplemental Environmental Impact Report for the "K" Street Parking Garage. Upon a motion by Mr. Taber, seconded by Mr. Casper, Resolution No. RA13-?4 of the Bakersfield Redevelopment Agency certifying, approving and adopting the Supplemental Environmental Impact Report for the "K" Street Parking Garage and to include as part of the Environmental Impact Report the letters received regarding the inadequacy of the proposed parking garage, was adopted. Mr. Michael Hammer o£ O'Melveny & Myers, Bond Counsel for the Redevelopment Agency, explained the Lease Agreement for the Parking Garage Site and the Parking Garage to the City o£ Bakersfield. Resolution of the Bakersfield Redevelopment Agency authorizing the sale of the Parking Lease Revenue Bonds, deferred until a later date. Resolution of the Bakersfield Redevelopment Agency authorizing the approval and adoption of the Official Statement for the Parking Lease Revenue Bonds, deferred until a later date. Mr. Dennis Ciocca, representing Blyth Eastman Dillon & Co., Inc., Financial Consultants for the Redevelopment Agency, explained the Official Statement for the Parking Lease Revenue Bends and market conditions for the sale of these bonds. Adoption of Resolution No. RA15-74 of the Bakersfield Redevelopment Agency approving and authorizing the execution of a Reimbursement Agreement with the City of Bakersfield Re "K" Street Parking Garage. Upon a motion by Dr. Puder, seconded by Mr. Casper, Resolution No. RA15-74 of the Bakersfield Redevelopment Agency approving and authorizing the execution of a Reimbursement Agree- ment with the City of Bakersfield Re "K" Street Parking Garage, was adopted.
