HomeMy WebLinkAbout03/16/76 MINUTES RA MINUTES BAKERSFIELD REDEVELOPMENT AGENCY Regular Meeting - March 16, 1976 -5- The Regular Meeting for February was cancelled. The Regular Meeting for March was moved ahead one week to March 16, 1976, and was called to order by Chairman Vincent Casper in the City Council Chamber on that date at 4 p.m. The secretary called the roll as follows: PRESENT: Vincent Casper, Chairman Bill Lee Ralph H. Poehner James L. Stewart ABSENT: Robert E. King Dr. Glenn D. Puder Theron Taber STAFF: Harold Bergen, Executive Director Dick Foster, Deputy Executive Director Denny Haynes, Treasurer Marian Poe MINUTES The Minutes of the Regular Meeting of January 20, 1976 and the Special Meeting of February 11, 1976 were approved as mailed. FINANCIAL On motion by Mr. Poehner, seconded by Mr. Stewart, and carried, Voucher Nos. 20 through 26, as tisted on Voucher Register dated March 16, 1976, were approved for payment. PROJECTS Mr. Foster reviewed his communication with the County concerning their approach for City-financing of a new Courts building. Following discussion, on motion by Mr. Stewart, seconded by Mr. Lee, and carried, staff was requested to pursue this matter further, and to set up a workshop with Councilmen and Agency members. GENERAL a) Project Boundary Expansion - Mr. Foster reviewed the Agency's position on this item by noting the intent of the boundary expansion is to allow the hotel to come in, and to accommodate future relocation of businesses within the shopping center area. The Planning Commission will recommend exact boundaries prior to a joint public hearing of City Council and Redevelopment Agency, when the Redevelop- ment Plan will be amended to include the expanded boundaries. b) Special Financing Techniques - Mr. Haynes apprised members of a variety of financing techniques, and recommended a workshop be held to further study these techniques since they will become involved with them as the project progresses. Agency requested staff resolve details for a workshop in the near future. c) Meetings - Mr. Foster, as a member of NAHRO's Executive Committee, will attend their 35th Annual Conference in Honolulu the week of May 14, 1976. Marian Poe, Senior Accountant of the City's staff who performs some duties for the Agency, will attend a "Financial Disclosure and Reporting Collo- quium" in Los Angeles with Denny Haynes, and Ron Lundy, Internal Auditor, on March 23, 1976. It was hoped that an Agency member could attend each of the above meetings, however previous commitments prevent this.
