MINUTES
BAKERSFIELD REDEVELOPMENT AGENCY
Regular Meeting-August 17, 1976
The Regular Meeting of the Redevelopment Agency had been moved ahead
one week to August 17, 1976. This Regular Meeting was called to order by
Chairman Vincent Casper at 4 p.m. in the City Council Chamber.
The secretary called the roll as fotlows:

MINUTES
The Minutes of the Regular Meeting of July 15, 1976, were approved as
mailed.
FINANCIAL
a) Voucher Approval - On motion by Ms. Foth, seconded by Mr. Pettit, and
carried, Voucher No. 47 (listed on Voucher Register dated June 30, 1976); and
Voucher Nos. 2 through 7 (listed on Voucher Register dated August 17, 1976), were
approved for payment.
PROJECTS
a) Boundary Expansion - Public Hearin9 on D.E.I.R. - Chairman Casper announced
this to be the time and place set for a Public Hearing for the Agency to consider the
finalization and the certification of a Supplement to the Draft Environmental Impact
Report on the Downtown Bakersfield Redevelopment Project. Chairman Casper noted
that all persons who wish to comment on the D.E.I.R. may do so at this hearing.
Mr. Foster reviewed the steps taken to establish this report, and stated
that the Redevelopment records relating to this Public Hearing contain all the docu-
ments required by law, i.e., proof of publication of the notice of this hearing, the
Draft Supplement to the E.I.R., comments received on the Draft Supplement to the
E.I.R. and responses to those comments.
Mr. Foster further explained the purpose of today's hearing is to: 1) Desig-
nate the Draft E.I.R., together with comments and responses, as the Final E.I.R.;
2) Certify that the Final E.I.R. has been prepared and completed in compliance with
the California Environmental Quality Act of 1970, the State Guidelines thereto, and
the procedures adopted by that Agency; 3) Certify that the Agency has reviewed and
considered the information contained in the Final Supplement to the E.I.R.
Chairman Casper declared the Public Hearing open, and asked for the pre-
sentation by the Agency staff.
Mr. Foster, Deputy Executive Director, and Community Development Director
for the City, stated that the Draft E.I.R., and with it the three comments received,
plus the responses to those three people, make up the Final E.I.R. The original
E.I.R. was written in 1974--this is a supplement--so technically, this is the Final
Supplement to the Environmental Impact Report on the Downtown Bakersfield Redevelop-
ment Project.
Mr. Foster also reviewed the eight points established by the State of
California which must be covered in an E.I.R., and stated that the purpose of a
report is to make certain we have looked at all environmental concerns.
Mr. Douglas V. Hart, Agency Counsel, reiterated that he had carefully
compared the draft against the regulations of the Agency, and declared that in his

opinion, everything that is required to be discussed by the Agency's rules, is,
in fact, discussed in the E.I.R.
Chairman Casper asked how long the report had been on file in the City
Clerk's Office for public review; and Mr. Foster responded, "Since July 12, 1976,
more than the required thirty days." He also added it had been mailed to all
those required by law by the Kern County Council of Governments.
Chairman Casper asked for oral comments on the D.E.I.R. from anyone
present. There being none, he then declared the Public Hearing closed for the
Agency. Chairman Casper then asked if any members desired to ask any questions
regarding the E.I.R. Mr. Pettit asked for reassurance that ample opportunity
had been g~ven, as prescribed by law, for any property owner to come to City
Hall and review the D.E.I.R. Mr. Foster and Mr. Hart gave him this assurance.
b) Certification to Preparation and Completion - Following discussion, on
motion by Ms. Foth, seconded by Mr. Pettit, and carried, RESOLUTION NO. RA12-76,
"A RESOLUTION OF THE BAKERSFIELD REDEVELOPMENT AGENCY CERTIFYING TO THE PREPARA-
TION AND COMPLETION OF THE FINAL SUPPLEMENT TO THE ENVIRONMENTAL IMPACT REPORT
PERTAINING TO THE PROPOSED ADDITION OF LAND TO THE DOWNTOWN BAKERSFIELD REDEVELOP-
MENT PROJECT AND THE PROPOSED AMENDMENTS THEREFOR TO THE AMENDED REDEVELOPMENT
PLAN FOR THE PROJECT; AUTHORIZING THE FILING OF A NOTICE OF DETERMINATION; AND
AUTHORIZING THE TRANSMITTAL OF SAID FINAL SUPPLEMENT TO SAID ENVIRONMENTAL IMPACT
REPORT TO THE CITY COUNCIL AND CITY PLANNING COMMISSION," was adopted by the
following roll call vote:
AYES: Casper, Foth, Pettit and Stewart
NOES: None
ABSENT: King, Poehner and Puder
GENERAL
a) Status of Pro~ects - Mr. Foster reviewed and answered members' questions
regarding current Agency projects.
ADJOURNMENT
There being no further business to come before the Bakersfield Redevelop-
ment Agency, the meeting was adjourned at 4:45 p.m.
