MINUTES
BAKERSFIELD REDEVELOPMENT AGENCY
Regular Meeting - September 28, 1976
The Regular Meeting of the Bakersfield Redevelopment Agency was called
to order by Chairman Vincent Casper on September 28, 1976, at 4 p.m. in the City
Council Chamber.
The secretary called the roll as follows:

MINUTES
The Minutes of the Regular Meeting of August 17, 1976, and the Minutes of
the Special Joint Meeting and Public Hearing of August 19, 1976, were approved as
mailed.
FINANCIAL
a) Voucher Approval - On motion by Dr. Puder, seconded by Mr. Pettit, Vouchers
Nos. 8 through 13 (listed on Voucher Register dated September 28, 1976) were
approved for payment.
PROJECTS
a) Sign Approval Within Redevelopment Boundary - Following discussion, on
motion by Mr. Stewart, seconded by Dr. Puder, and carried, the Agency approved
installation of an identifying sign, with 15-inch letters, for American National
Bank at their location, 17th and "K" Streets, as requested by Mr. A. E. Stewart
of Bakersfield Neon Sign Company who was present at the meeting.
GENERAL
a) Demolition of Old Elks Building - Although the bids were in by 2 p.m.,
September 28, 1976, staff did not have sufficient time to appraise and analyze
the bids for presentation at this 4-o'clock meeting. Bids for demolition of the
old Elks Building will be acted upon at a recessed meeting yet to be scheduled.
b) Report on N.A.H.R.O. Workshop - This workshop held September 20, 1976, in
Culver City, and attended by several Agency and staff members, covered some aspects
of the process of developing commercial, industrial and/or housing projects.
Dr. Puder reviewed highlights of the workshop, expressing his opinion
that it had been highly educational for him, and noting four questions he wished
to pass on for members' consideration when considering a development. They are:
1) Are the City Council, Planning Commission, and the townspeople in favor of the
project? 2) What is the City's market demand? 3) Is it economically feasible?
4) Can the Redevelopment Agency finance its end of the development?
Mr. Haynes, Agency Treasurer, explained a paper he had submitted to
members entitled, "How a Developer Analyzes a Project."
ADJOURNMENT
There being no further business to come before the Bakersfield Redevelop-
ment Agency, the meeting was recessed at 4:40 p.m., to be reconvened either Thursday,
September 30, 1976 at 4 p.m., or Monday, October 4, 1976, depending upon a quorum,
and for the purpose of acting on the bids for~d~J~ol.ition of t~e o ld.~_~E4ks Building.
