BAKERSFIELD REDEVELOPMENT AGENCY
Special Meeting March 9, 1978
A Special Meeting of the Bakersfield Redevelopment Agency was called to
order by Vice Chairman Poehner Thursday, March 9, 1978 at 4 p.m. in the City
Council Chamber.
The secretary called the roll as follows:

ITEM I: Council Request Re Parking - Vice Chairman Poehner reviewed the request
from the City Council for action on development of a parking ptan, and the Agency's
subsequent action at their Regular Meeting of February 28, 1978 calling for a
meeting at the earliest possible date of the Agency's Development Committee and
the Council's Business Development and Parking Committee to get more information
and reaffirm the needs. He stated that this meeting had taken place on Friday,
March 3, and asked for a report from Mr. King.
Mr. King commented that he felt it was the opinion of Agency members
that they were sick of ~'studies"; and that he went into the Committee meeting with
a negative attitude, but within half an hour of general discussion, was convinced
there was a need for a parking study and plan. He stated the existing studies do
not cover solution-type issues. He reported discussion had included the need to
develop background and basic information, as well as alternatives to structures,
such as one-way streets, angle parking, or closing of some streets.
Mr. King asked Mr. Skip Witham (local businessman), who had attended the
Committee meeting in behalf of the Downtown Bus~ness Association, to add his comments.
Mr. Witham stated he liked what had been said in the discussion, and was very anxious
for the Committee to go ahead with the study and solve some of the short-range
problems as soon as possible.
Mr. Bergen expressed the need for a specific program with short, medium,
and long-range plans, and a need for a qualified consultant's services. He recom-
mended the Agency authorize the Committee to work with staff for a more compre-
hensive study, and to report back with a cost item and specific recommendations.
Following further discussion, Ms. Foth moved that the Parking Committee
(combined Redevelopment and Council) work with staff to come back with comprehen-
sive studies and recommendations. Mr. King seconded the motion, which carried.
(Mr. Mooneyham asked that the Minutes reflect his abstention from voting on this
item.)
ADJOURNEMENT
There being no further business to come before the Bakersfield Redevelop-
ment Agency, Vice Chairman Poehner adjourned the ~eting at 4:~3.~-q~m.
