BAKERSFIELD REDEVELOPMENT AGENCY
Special Meeting May 9, 1978
A Special Meeting of the Bakersfield Redevelopment Agency was called
to order at 4 p.m., Tuesday, May 9, 1978, in the Council Chamber of City Hall by
Chairman Vincent Casper, for the purpose of considering a proposal for prepara-
tion of a parking plan for downtown Bakersfield.
The secretary called the roll as follows:

ITEM I: Consideration of Proposal for Preparation of Parking Plan for Downtown
Bakersfield (Quad Consultants) - Mr. Bergen reported requests for proposals had
been mailed March 21, 1978 to Donald Frischer & Associates of Van Nuys; Richard
Wallace, Dean of the School of Business and Public Administration at Calstate
Bakersfield; and Quad Consultants. He stated the first two declined for various
reasons, and noted this special meeting was called to consider the proposal
submitted by Quad Consultants.
Mr. Bergen advised Quad's proposal had been reviewed and discussed in
detail by the Parking Committee appointed for this purpose (Messrs. Casper, King,
and Lewis), and by Councilman Ratty of the Council's Business Development and
Parking Committee, at a meeting Friday, May 5, 1978. Mr. Bergen stated he wished
to point out to the entire Redevelopment Agency what was brought out in the Com-
mittee meeting, i.e., "...the urgent need to start a Parking Plan for the downtown
area." He stated he realized the plan could be a year in development but that
there was an immediate need for information, data and recommendations so that
the Agency, Planning Commission, Board of Zoning Adjustment and City Council
have a basis for some immediate decisions they face collectively, e.g., California
Republic Bank Project, air rights over two City parking lots, Guay and Danielson's
proposal for a parking garage at 17th and "Eye" Streets, and existing buildings
downtown which do not provide any off-street parking.
Mr. Bergen stated the Redevelopment Agency Parking Committee recom-
mended proceeding with Quad's proposal; however, they requested Quad make the
presentation to the entire Agency.
Mr. Bergen introduced Mr. Tow who made the presentation, describing the
proposal to be in four phases covering surveys and data gathering; demand and
deficiency studies; setting of priorities; and problems, recommendations and
solutions.
Following a session of questions and answers, Ms. Foth moved to direct
the Executive Director to prepare an agreement with appropriate funding and terms
of payment, and execute the agreement with Quad Consultants encompassing the
factors presented in their "Proposal for Preparation of a Parking Plan for Down-
town Bakersfield," dated April t978. The motion was seconded by Mr. King, and
carried.
ADJOURNMENT
