HomeMy WebLinkAboutRES NO 127-95RESOLUTIONI 27 ' 9 5 A RESOLUTION DETERMINING THAT THE FIREARMS TRAINING SYSTEM (F.A.T.S.) SIMULATOR FOR THE BAKERSFIELD POLICE DEPARTMENT CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE BIDDING THEREFOR. WHEREAS, the City of Bakersfield, through the Bakersfield Police Department, desires to purchase a Firearms Training System simulator for purposes of training officers in life-threatening situations and testing officer judgment in potential shooting situations; and WHEREAS, the Bakersfield Police Department Training, Research and Policy Division has previously utilized the Firearms Training System simulator made by Firearms Training System, Inc. of Suwanee, Georgia; and WHEREAS, the City Council has approved in the 1995-1996 budget for the Bakersfield Police Department the purchase of a Firearms Training System; and WHEREAS, Firearms Training System, Inc. has a proven track record with over 60 F.A.T.S. simulators in use in California, and nearly 3,000 in use worldwide, and has been in business for over 10 years; and WHEREAS, the F.A.T.S. simulator produced by Firearms Training System, Inc. is powered by an I.S.O. (International Standards Organization) 9,000 computer and Motorola 8,000 chip which will allow for upgrades to be added with ease and will enable the Bakersfield Police Department to meet all current training needs, as well as addressing future needs; and WHEREAS, the F.A.T.S. simulator contains a number of options and collateral systems such as branching capabilities, scenario selection options and system control devices for both weapons and oleoresin capsicum spray; and WHEREAS, Firearms Training System, Inc. is the only vendor who can provide the type of simulator needed by the Bakersfield Police Department. NOW, THEREFORE, BE IT RESOLVED as follows: 1. The above recitals are true and correct and incorporated herein by reference. 2. The Firearms Training System (F.A.T.S.) simulator can only be reasonably obtained from one vendor because of restricted availability of such a system. 3. The Finance Director is authorized to dispense with bidding and to enter into a contract for the purchase of a Firearms Training System (F.A.T.S.) simulator from Firearms Training System, Inc., 7340 McGinnis Ferry Road, Suwanee, Georgia, 30174, in an amount not to exceed $86,600. ..........
