RESOLUTION DETERMINING THAT USED VEHICLES
CANNOT BE REASONABLY OBTAINED THROUGH THE
USUAL BIDDING PROCEDURES AND AUTHORIZING
THE FINANCE DIRECTOR TO DISPENSE WITH FORMAL
BIDDING THEREFOR, NOT TO EXCEED $278,000.
WHEREAS, the City of Bakersfield Police Department is in need of
seventeen (17) used cars as replacement vehicles; and
WHEREAS, said used vehicles will be used for staffing of additional
positions in the Police detective (undercover work); and
WHEREAS, the unique characteristics involved with the purchase of
used vehicles make it impractical for normal bidding procedures; and
WHEREAS, the Finance Director has determined, and has
recommended that this Council find, that said used vehicles for the Police
Department cannot be reasonably obtained from one vendor because of the need to
successfully integrate these vehicles into the existing City system and inability to
establish precise specifications for bidding purposes and has recommended that this
Council authorize dispensing with bidding therefore in accordance with Section
3.20.060 D of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield as follows:

2. The Council hereby finds that the purchase of seventeen (17)
used vehicles for the City of Bakersfield Police Department cannot be reasonably
obtained from one vendor because of the unique characteristics involved with the
purchase of used vehicles for police use (inability to establish precise specifications
for bidding purposes) and the need to successfully integrate these vehicles into the
existing City system, and authorizes the Finance Director to dispense with bidding
therefor, not to exceed $278,000,
I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular meeting thereof held on
