A RESOLUTION DETERMINING THAT DESIGN/BUILDING
SERVICES FOR THE HVAC SYSTEM AT THE CONVENTION
CENTER CANNOT BE REASONABLY OBTAINED THROUGH THE
USUAL BIDDING PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFOR.
WHEREAS, the City of Bakersfield wishes to retrofit the
heating, ventilation, and air conditioning (HVAC) facility at the
Bakersfield Convention Center; and
WHEREAS, the City issued a Request for Qualifications and
Honeywell, Inc. has issued a proposal in response thereto wherein
Honeywell has agreed to provide design/building services for the
HVAC project; and
WHEREAS, in agreeing to provide both design and building
services for the HVAC system, Honeywell will be able to provide a
dynamic integration of design and construction which should
expedite completion of the project and provide timely solutions
should problems be encountered during the construction phases; and
WHEREAS, integration will guarantee a finished product that is
fully operational to the complete satisfaction of City staff; and
WHEREAS, splitting the design and building of the HVAC Project
into separate components and awarding each to separate entities
will not guarantee a successful completion of the HVAC Project;
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The above recitals
incorporated herein by reference.
are true and correct and
2. The design and building components of the HVAC Project
for the Convention Center need to be performed by one vendor
(Honeywell) in order to successfully integrate the design and
construction of the HVAC system into the Convention Center.
3. The Finance Director is authorized to dispense with
bidding and to enter into a contract for the design/building
services enumerated herein in an amount not to exceed Two Million
Six Hundred Thousand Dollars ($2,600,000.00).

I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on AUG 0 9 ~95 , by the following vote:
