Monsignor Michael Braun of Our Lady of Perpetual Help Church
gave the invocation. The Flag Salute was led by Chairman Jon
McQuiston.

PUBLIC STATEMENTS
Mike Callagy requested the City Council and the Board of
Supervisors extend an invitation to the Promise Keepers to
bring their stadium event to Bakersfield and Kern County in the
year 2000.
Roy Weygand, President, Kern County Taxpayers'
Association, expressed appreciation to the City Council and
Board of Supervisors for conducting this joint meeting.

PUBLIC STATEMENTS continued
Elise Matthias spoke regarding illegal dumping and graffiti in
her neighborhood, and further expressed appreciation to the
Kern County Sheriff's Department for their efforts in drug
enforcement.
Cathy Palla spoke regarding the need for a Local Advisory
Committee for hazardous waste and submitted written
material.
Pauline Larwood spoke regarding forming a joint committee to
review development standards in the 2010 area for
consistency between the City and the County.
Dr. Babatunde Jinadu spoke regarding financial support for a
new Public Health Department facility.
Lois Chaney, President of the League of Women Voters,
spoke regarding land use and planning issues.
Jim Simmons spoke regarding Southwest Defense Alliance
and Kern County Community Foundation, and the recycling
facility at California State University Bakersfield and the need
for curbside recycling.
Herman Ruddell, representing the Downtown Business
Association, spoke regarding the Kern River Freeway
Alignment and submitted written material.
Pamela Pepperidge spoke regarding the Kern River Freeway
Alignment and submitted written material.
Gertrude Gorski spoke regarding congestion and parking
problems in her neighborhood near Bakersfield College when
school is in session and the need for Bakersfield College
students to use the parking lots.
Robyn Cady, Chairperson, Kern Unit of the California Trucking
Association (CTA), spoke regarding the CTA's opposition to
the Kern River Freeway Alignment and their support of safety
improvements for Highway 46, and submitted written material.
Barbara Fowler expressed appreciation for this cooperative
effort by the City and County.

condition of children in our communities.

Wade Tavorn spoke regarding unsafe road conditions on
Morning Drive, north of Niles Street, approaching Walter Stiem
Elementary School.
Mary Helen Barro spoke regarding the need for development
of a Multi-Cultural Center.
Barbara Lomas spoke in opposition to the Kern River Freeway
Alignment and submitted written material.

MEADOWS FIELD AIRPORT TERMINAL EXPANSION
COUNTY
Ray Bishop, Director of Kern County Airports, made a
presentation; provided written material.
Alan Tandy, City Manager, proposed steps to the process:
Transfer the City Air Park, along with the $500,000 from
the Air Park Fund, to the County; and refer to the City
Council Budget and Finance Committee to review the
remaining $3 million requested.
Ken Carter, Chairman, Greater Bakersfield Chamber of
Commerce, spoke and reiterated the Chamber's position of
support for construction of a new terminal and submitted
written material.
Comments were made by Mayor Price, members of the City
Council and Board of Supervisors.
Mayor Price recessed the meeting at 6:10 p.m. for a dinner
break, the meeting was reconvened at 7:00 p.m., with all
members present.
UNIVERSAL WASTE COLLECTION - CITY
John Stinson, Assistant City Manager, made a presentation
and provided written material.
Barbara Fields spoke in opposition to mandatory waste
collection.

Association, stated the Association's position was in support of
mandatory collection.
Comments were made by Mayor Price, members of the City
Council and Board of Supervisors.
Councilmember DeMond requested City staff evaluate the
cost of curbside recycling.
Supervisor McQuiston referred to County Counsel the
issue of accountability for persons found to be disposing
of trash illegally and requested a report back to the Board
of Supervisors
Supervisor McQuiston requested County staff compare
methods of charging for waste collection through utility
bills versus property taxes.

Motion by Supervisor Peterson, seconded by Supervisor
Parra, to adjourn the meeting and continue the remaining
agenda items to a subsequent meeting, date to be
determined, amended to hear Item 6.1.
Agenda Items 6.1., 7. and 8. were heard prior to adjournment.

I. Greater Bakersfield Vision 2020 Status Report
Sheryl Barbich, Executive Director of Greater Bakersfield
Vision 2020, made a presentation.
Supervisor Peterson referred to the County Administrative
Office the issue of financial assistance and requested a
report back to the Board of Supervisors.
Councilmember Maggard referred to City staff the issue
financial assistance and requested a report back to the
City Council.

CLOSING COMMENTS BY CHAIRMAN JON McQUISTON
Chairman McQuiston stated the meeting had substance and the Board
of Supervisors and Bakersfield City Council need to communicate
better and partner where we can.
Supervisor Perez expressed appreciation to Councilmembers, staff
and those individuals who worked behind the scene to coordinate this
effort. He further discussed the need to return property tax to local
government.
Supervisor Patrick thanked the public who attended this historic
meeting.

Supervisor Peterson thanked everyone who participated in the "town
hall" atmosphere.
Supervisor Parra thanked everyone and indicated that he felt the
meeting was valuable and productive. He further commented on the
continued efforts toward economic development in the San Joaquin
Valley and requested that this issue be brought to the next meeting.

CLOSING COMMENTS BY MAYOR BOB PRICE
Councilmember Salvaggio thanked the citizens for participating and
stated that both bodies will continue to work towards the betterment of
the community.
Councilmember Sullivan thanked those who put in the hours of
work to make the meeting possible. She asked that the request
by Mike Callagy regarding the Promise Keepers be referred to the
City's Convention Bureau. She indicated she would like to see
the City partner, at some level, with the County on a Public Health
Department project and requested City staff provide an update on
this project.
Councilmember Rowles thanked his colleagues and all who
participated in the meeting. He would like to see action items on the
next agenda.
Councilmember DeMond thanked everyone who made this possible,
including those in attendance, and agreed with Supervisor Perez that
it would be gratifying if property taxes earned here, could be used
here.
Councilmember Maggard thanked those in attendance, everyone who
made this possible and expressed his appreciation for the willingness
to meet.
Councilmember Couch thanked staff, Councilmembers, Supervisors,
and the public for participating.
Councilmember Carson thanked staff, Councilmembers, Supervisors,
and the public for participating.
Mayor Price thanked everyone for participating and especially the City
Clerk and Clerk of the Board.
