HomeMy WebLinkAboutRES NO 143-95RESOLUTION NO. 1 4 3 ' 9 5 RESOLUTION DETERMINING THAT FIREARMS RETENTION SYSTEMS (HOLSTERS AND MAGAZINE POUCHES) FOR THE BAKERSFIELD POLICE DEPARTMENT CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFORE. WHEREAS, the City of Bakersfield, through the Bakersfield Police Department, desires to purchase a number of firearms retention systems (leather holsters and magazine pouches for Glock model 22 and 23 pistols) the performance of which will be critical to officers in life-threatening situations; and WHEREAS, the Bakersfield Police Department training, research and policy division has previously tested and utilized Milt Sparks Holsters, Inc., holsters and magazine pouches in the past and found them to meet the Bakersfield Police Department's specifications; and WHEREAS, Milt Sparks Holsters, Inc. is the only vendor who can supply the type of firearms retention systems needed by the Bakersfield Police Department. NOW, THEREFORE, be it resolved as follows: 1. The above recitals are true and correct and incorporated herein by reference. 2. Milt Sparks Holsters, Inc. is the only vendor who can supply the holsters and magazine pouches necessary for the Bakersfield Police Department and which meet the Bakersfield Police Department's specifications such as adjustable tensioning devices, protection against seizure by unauthorized persons, high-and tight positioning on the service belt, single stroke drawing and retention of the weapon during chases and other exigent circumstances. 3. Because of the specialized supplies,equipment and material required by the Bakersfield Police Department for holsters and magazine pouches, they can only be reasonably obtained from one vendor because of restricted availability of such supplies, equipment or materials. 4. The Finance Director is authorized to dispense with bidding and to enter into a contract for the purchase of holsters and magazine pouches from Milt Sparks Holsters, Inc. in an amount not to exceed $42,000.
