HomeMy WebLinkAboutRES NO 141-95RESOLUTION NO. 1 4 1 ' 9 5 A RESOLUTION DETERMINING THAT THE OPERATING SYSTEM FOR THE CONVENTION CENTER FACILITY MANAGEMENT SYSTEMAND THE COMPUTERIZED TICKETING SYSTEM CANNOT BE REASONABLY OBTAINED THROUGH USUAL BIDDING PROCEDURES; AND AUTHORIZING THE FINANCIAL DIRECTOR TO DISPENSE WITH BIDDING THEREOF, NOT TO EXCEED $75,000; AND APPROVAL OF AGREEMENT WITH LASERGATE TO PURCHASE CONVENTION CENTER SOFTWAREAND HARDWARE WHEREAS, the Bakersfield Convention Center Division wishes to purchase a computerized Facility Management System and computerized Ticketing System; and WHEREAS, staff recommends that Council appropriate $75,000 to purchase and install the computerized Facility Management System and computerized Ticketing System software; and hardware; and WHEREAS, LaserGate will develop and install the necessary software to make the computerized Facility Management System and computerized Ticketing System operable. In addition, LaserGate will provide a complete training program for City personnel; and WHEREAS, after City staff and study, LaserGate was found system that best addresses the Convention Center; and conducted a thorough investigation to be the only vendor offering a current and long-term needs of the WHEREAS, purchasing the hardware from LaserGate will reduce the costs associated with installing the software and provide an integrated system; and WHEREAS, the Finance Director has determined, and has recommended the Council find, that the operating software and hardware for the computerized Facility Management System and computerized Ticketing System can only be reasonably obtained from one vendor because of restricted availability, LaserGate, and recommends dispensing with bidding therefor in accordance with subsection D.1. of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and incorporated herein by reference. 2. Said operating software and hardware for the computerized Facility Management System and computerized Ticketing System can only be reasonably obtained from one vendor because this vendor offers a system that best serves the current and long term needs of the Convention Center. 3. The Finance Director is authorized to dispense with bidding and to negotiate the purchase of same, not to exceed $75,000. 4.
