A RESOLUTION DETERMINING THAT FIRE
DEPARTMENT MASS DECONTAMINATION
TRAILER CANNOT BE REASONABLY OBTAINED
THROUGH THE USUAL BIDDING PROCEDURES
AND AUTHORIZING THE FINANCE DIRECTOR
TO DISPENSE WITH BIDDING THEREFORE, NOT
TO EXCEED SEVENTY-EIGHT THOUSAND
DOLLARS ($78,000).
WHEREAS, the City has determined the need for decontamination systems
used to decontaminate first responders and victims which have been exposed to
conventional, chemical, biological, or nuclear weapons (Weapons of Mass
Destruction); and
WHEREAS, Modec, Inc., of Denver, Colorado manufactures Modec
Decontamination Systems which uses new methods for rapid deployment and
decontamination of victims which far exceeds any equipment available; and
.. WHEREAS, the purchase of the Modec 24 foot BioResponse Decon/,Aodule
with SNL Decon Foam will be purchased with Federal Grant monies.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and incorporated herein by
reference.
2. The work, supplies, equipment or materials can only be reasonably
obtained from one vendor because of restricted availability of such work, supplies,
equipment or materials.
3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or materials
shalJ not exceed Seventy-Eight Thousand Dollars ($78,000).
